Due to the proficiency in hydrogeology and risk assessment my Division upgraded my position to the Expert level. This is the highest level of proficiency that can be attained within my Division. During this time I had the vision and oversight of the development of a Risk Based Corrective Action Toolkit. This toolkit is consistent with EPA risk assessment protocols to quickly and defensible evaluate cumulative risk to a receptor via various exposure routes. The Division has decided to use this tool and the associated guidance, to further the ability of other programs to incorporate risk-based procedures into their daily operations. This toolkit was also developed with the foresight that NCDENR was moving in the direction of a more risk-based assessment and remediation approach. The goal was to develop a tool that met the needs of my program specifically, but would meet the fundamental needs of many programs within the Division; allowing those programs to more efficiently incorporate risk based assessment and remediation into their infrastructure in a defensible manner.

Project manager for over 50 contaminated dry cleaning sites in NC's Dry Cleaning Solvent Clean Up Act (DSCA) program. My approach is a team-oriented collaborative effort with 5 professional environmental engineering/consulting firms to effectively and efficiently oversee the assessement, remediation, mitigation, and closure of sites contaminated from dry cleaning solvent releases. The dry cleaning solvent clean up act created a risk based approach to cleaning up environmental contamination from dry cleaners. I have been performing my risk assessments for projects under the supervision of the lead risk assessor since 2008. I now serve as the (as of 3/12) the lead risk assessor for DSCA. I review all risk assessments within the program for statutory compliance, scientific defensibility, and consistency. I am the point of contact through which risk-based issues pass and am heavily involved in all risk-based policy decisions (including vapor intrusion) and issues and obstacles to DSCA's closure process and has exposed me to a plethora of conceptual site and exposure models which includes remedial technologies used within that framework. My duties also includes day to day communication of risk-based procedures and concepts with the state's enviornmental contractor's, DSCA PM's, federal and state risk agencies, and the public meetings. Collaborating with so many environmental professionals (principal to field tech) and citizens, has given me a unique perspective on efficient risk-based site evalaution and spearhead innovative ways to expidite, or help others expidete, the DSCA closure process in a publicly acceptable manner. This has resulted in on the job training in public relations, team oriented problem solving, community involvment, and public hearings.

During these years I developed a much deeper understanding of hydrogeology and how the dynamics of a site, at chemicals present at a contaminated site, affect the migration and ultimate exposure to humans. My expertise and proficiency in the science of hydrogeology and migration of chemicals in the aquifer matrix according to the geochemistry and physical characteristics of the aquifer and chemical became very deeply ingrained, and grew daily due to the nature of my communication and number and complexity of sites managed. My experience from working with the private industry and communicating with experts in the fate and transport of contaminants in all media, and also the technologies used to characterize them in the environment, provided an extremely unique and realistic understanding of the science academically and practically which I applied to my projects to successfully and efficiently assess, remediate, and close contaminated sites. The dry cleaning solvent clean up act created a risk based approach to cleaning up environmental contamination from dry cleaners. I performed risk assessments for my projects under the supervision of the lead risk assessor beginning in 2008.

Primary project manager for approximately 15 RCRA TSD facilities. Included managing permit activities, navigating the cumbersome RCRA process towards efficient assessment and remediation of contaminated sites, served as project secondary or specialist in hydrogeology, geochemistry, and organic and metal contaminant migration. Dealt with a broad suite of contaminants including metals with multiple oxidation states and dissolved in groundwater varying with varying electron activity and competing electron acceptors and microorganisms. Was given the responsibility of reviewing complex remedial action plans that involved multiple plumes and contaminants and also complex hydrogeolocial settings. Served as a sole expert witness in a Bankruptcy court case where the state was awarded $750,000 towards management of the contamination remaining from previous manufacturing operations. Communicated with the "regulated community" including: industry, citizens, environmental professionals etc. to efficiently and effectively navigate the cumbersome RCRA process. Obtained the first No Further Action for a RCRA facility in NC through communicating reasonable evaluation and applicaiton of sound science to all interested parties which included upper level management; environmental attorneys; regulated entity;etc. This closure required my seeking expertise of professors at NCSU for soil chemistry and also environmental toxicology to ensure the closure decisions were based on sound science and defensible in court if necessary.Worked with the Compliance Inspection group to develop checklists that pertained to the TSD separate and apart from Hazardous Waste generation and storage requirements.
