Billy is the Senior VP of T&D and Chief Audit Executive at Long Island Power Authority with responsibility for T&D operations, oversight, and audit functions. Previously he led the Atlanta office of PwC's global Capital Projects & Infrastructure Practice. He is an Electrical Engineer with more than 30 years of experience in the utility industry. Billy has extensive field engineering experience in substation and switchyard engineering, construction, project management, testing, and commissioning of electric facilities in the U.S. and Venezuela. He has performed extensive work in organizational effectiveness reviews, organization re-structuring, manpower/staffing realignment and reduction, process flow evaluation and process improvement, enterprise safety assessment, streamlining union labor relations management, union workforce management, and served as a Senior Executive on union contract negotiating teams.He previously held the position of Regional Vice President for Progress Energy Florida, Inc., a Progress Energy Company, where he was responsible for distribution operations, construction, maintenance, storm restoration, and community relations throughout Central Florida.Mr. Raley also served as the VP of Transmission for Progress Energy with overall responsibility for the design, construction, and maintenance of transmission assets in the Carolinas and Florida. During his time with Southern Company, he also served as Director of Nuclear Maintenance Engineering at the Vogtle Nuclear Station with the responsibility for all maintenance engineering functions, procedure writing, outage preparation, and outage staff certification.
