Department of the Army G3/5/7 – Strategic Operations Enterprise (SOE)Managed a team of 12 architects including Enterprise Architects, Data Architects, and System / Solution Architects. Provided the team with overall approach guidance for architectural efforts, removed blockers, and coordinated with government stakeholders and leadership to facilitate working sessions and architecture presentations.Supported the development, review, publication, and presentation of System View (SV) Booklets for all 14 Global Force Information Management (GFIM) legacy systems set to be subsumed by the modernized GFIM Objective Environment (OE), which will serve as the force management system of the future. These SV booklets consisted of SV-1 system interface models, SV-4 system function decompositions, SV-5 system to operational activity mappings, and SV-6 system flow matrices. Each booklet is being used to understand the capabilities that must be built into the GFIM OE systems and the system interfaces (and interface details) that need to be built into GFIM OE to communicate with all pertinent Data Trading Partners (DTPs).Developed an overview presentation for the Deploy to Redeploy and Retrograde (D2RR) process, which serves as the core business process for the Army and one which will be supported by the GFIM OE system once implemented. Utilized this presentation as an instructor at the Army War College at Fort Belvoir as part of the FA50 program – a 14-week program to train force managers within the Army.

Veterans Affairs (VA) Benefits, Appeals, and Memorials (BAM) Project Management Office (PMO)VA Benefits Integration & Administration (BIA) Product Line and BAM Technical Office: Coordinated the set up and implementation of the BAM Architecture Review Board (ARB) – a governance board responsible for reviewing system designs, system integrations, major changes to data structures, and major technology upgrades across projects under the BAM Portfolio. Set up of the governance board involved development of a SharePoint site (eventually migrated to Microsoft Teams after the decommissioning of SharePoint) for project teams to request design reviews, and capturing project data for coordination, historical reporting, and reference purposes. A charter was drafted and documented on the SharePoint site, which included a team roster of various technical and functional domain subject matter experts who participate in the reviews to offer critical insight and feedback to improve project solutions. Over 100 reviews have been conducted across 45 different systems under the BAM Portfolio to improve solution designs and enhance benefits delivery services to our nation's Veterans.VA Memorial Benefits and Services (MBS) Product Line: Developed solution architecture content to describe the design and guide the development of the Memorials Benefits Management System (MBMS), which serves as a modernization effort to replace the current system supporting cemetery management and all benefits related to Veteran burials. Architecture content included system interface models, business process models and workflows, data models, network models, and system design and configuration models.

Clients and major accomplishments include:Public Company Accounting Oversight Board (PCAOB) Enterprise Architecture (EA): Refreshed the data in the baseline systems report originally created by Strategi in 2012 and added new models and visualizations, developed and released a custom web-based EA repository with interactive system interface visualization and technology product roadmap, completed a comprehensive EA program maturity assessment, and developed three application reference architectures (2016).National Institute of Standards and Technology (NIST) Office of Facilities and Property Management (OFPM): Completed a comprehensive analysis of NIST’s facilities management program, a benchmark study of other federal agency facility management programs, and an analysis of leading facilities management commercial-off-the-shelf (COTS) products, resulting in a series of recommendations for NIST to improve its facilities management operations and supporting systems.Food and Drug Administration (FDA) Division of Ethics and Integrity (DEI): Documented the 15 major Ethics-related processes executed across the FDA and its Centers to ensure employee conflicts of interest are minimized, risks to the FDA are mitigated, and the Ethics systems are fit for purpose. Process development required 30 working sessions with 8-10 stakeholders, and included gap identification and recommendations to improve processes, and requirements elicitation for improving and/or replacing current supporting Ethics systems.FDA Records, eDiscovery, and Risk Management (RERM) Branch: Completed a comprehensive capability assessment for FDA’s eDiscovery program, including assessments of the three primary data sources used in support of eDiscovery, and developed a search portal prototype to streamline eDiscovery operations in support of litigation and FOIA requests.

Clients and major accomplishments included:Veteran's Affairs (VA) Enterprise Architecture Branch: Developed six architecture content releases in one year with a focus on maturing and linking strategic domain information to operational and system information, providing a foundation to identify and streamline areas to reduce Veteran claims backlog and improve Veteran healthcare wait times. Concurrently developed highly customized IBM System Architect tool training modules and taught courses to EA organizations under each VA Administration to foster collaborative, federated architecture development. VA Veterans Benefits Administration (VBA): Supported VBA and its Veterans Benefits Management System (VBMS) development by producing a comprehensive interface model identifying system connections and data exchanges, and developed and maintained a logical data model to support enforcement of data consistency across VBMS applications.

Clients and major accomplishments included:Centers for Medicare & Medicaid Services (CMS) Consumer Information and Insurance Systems Group (CIISG): Created and implemented a strategy to monitor and support the development, testing, and implementation of both Healthcare.gov as well as Health Insurance Marketplace systems across all 56 U.S. states and territories under the Affordable Care Act (ACA) to allow all U.S. citizens the ability to search for and purchase a health insurance plan.Public Company Accounting Oversight Board (PCAOB): Developed a comprehensive baseline systems report in 40 days to support PCAOB’s EA program in maturation of its information management capability.CMS Division of Enterprise Architecture (DEA): Developed a comprehensive baseline systems report in 90 days, detailing a number of different CMS system perspectives, to support a $385 million transformation effort for Medicaid. Developed a complete inventory of 400+ CMS systems and applications that included over 50 data points for each system.Department of the Treasury Bureau of the Public Debt (BPD): Developed and published a BPD EA in 90 days with focus on business capability identification and development.Experience at Strategi also included strategic planning for the company, development of proposals and white papers, intellectual capital management, recruiting and hiring support, marketing material development, and employee training.

Client and major accomplishment included:Defense Security Service (DSS): Created and published the DSS EA with a focus on process documentation and improvement, and developed system requirements in support of a comprehensive Industrial Security Program support system.

Clients and major accomplishments included:National Science Foundation (NSF): Received recognition of NSF’s EA program as “Best in Class” for small agencies by the Office of Management and Budget (OMB) in 2008 after leading the annual EA submission to OMB, and creating multiple segment architectures.Defense Information Systems Agency (DISA): Developed and published DISA EA version 3.0 with an emphasis on improving its administrative processes and systems.
