Bitrina Diyamett is a researcher and a consultant in science, technology and innovation (STI) policy, with experience of over 25 years. She is currently the founding and the current Executive Director of the Science, Technology and Innovation Policy Research Organization (STIPRO), which is an independent think tank based in Tanzania. Before STIPRO, Bitrina worked with the Tanzania Commission for Science and Technology (COSTECH) and Universities in Tanzania. Her major research and consultancy areas include, development of national systems of innovation, including technology transfer issues; sectoral and local systems of innovation; development of innovative clusters; foreign direct investments and local technological capabilities; STI indicators; and linking knowledge to use – in policy and the productive sectors. She has consulted for the Government of Tanzania, UN Agencies such as UNECA, UNIDO and UNESCO, Development Partners such as SIDA and the Government of Finland, African Regional Bodies such as NEPAD.Bitrina is also a very active publisher in her area of expertise – both in academic outlets such as journals and book chapters; and non academic outlets that are more relevant to policy such as blogs, policy briefs, newspaper articles and training modules. In addition, she is an experienced trainer in STI policy process and a good public speaker. Bitrina is also a member of a number of professional organizations and task forces in the area of STI – nationally, regionally and internationally. Among other, she is currently a member of the AU-EU Innovation Agenda Ad-hoc Working Group, and a member of the Technical Advisory Group for the AUDA-NEPAD Policy Bridge Tank. Between 2016-2023 she was a member of the Council for the UN Technology Bank for Least Developed Countries; and was the founding President of Africa Network for Economics of Learning, Innovation and Competence Building Systems (AfricaLICS)( 2012 – 2019), the position that accorded Bitrina a fair knowledge of status of STI capabilities in Africa.Academically, Bitrina – basically a natural scientist - holds a Masters Degree in Science and Technology Policy from Lund University, Sweden - a degree obtained in 1993. She also holds a PhD in Development Studies, with focus on innovation and development, from the University of Dar es Salaam – a degree obtained in 2010.
