Responsible for the overall operations of the Finance Department, including financial reporting, internal controls, purchasing, accounts receivable, accounts payable, and billing and collections. Responsible for revenue cycle management/medical billing, financial forecasts, operational and performance-based budgeting, expenses and other valuations and analyses, implement budget strategies and processes to evaluate operations and build financial forecasts, procurement, and greater adherence to GAAP accounting principles. Implemented change to eliminate the need for Wayne County General fund support. Budget includes Federal, State and clinic generated funds. Annual operating budget is $3.3 million.

Responsible for financial forecasts, operational and performance based budgeting and other valuations and analyses, implement budget strategies and processes to evaluate Wayne County's budget operations and build financial forecasts, procurement, adherence to GAAP accounting principles, and responsible for the fiscal year adopted budget and financial programs for assigned Executive Departments. Budgets include, but not limited to, General Funds, Federal Funds, State Funds, City of Detroit Grants, Department Revenues, and Bond Funds. Perform program analysis and evaluation relative to established program objectives, costs, measures of effectiveness, program size indicators and target groups, and participation with program managers in considering program changes; conduct research on relevant economic, legal, social and other factors inherent in the Department of Business, Economic Development and Tourism (DBEDT); recommend the undertaking of new programs and where approved, research development of program objectives, measures of effectiveness, program activities and staffing, and funding levels which assure the desired level of effectiveness and efficiency; recommend the termination or modification of existing programs; recommend inter-program issues and problems for in-depth study and participates in such studies; analyze and interpret trends and developments in various areas within the DBEDT scope, recommend changes in the State’s organizational structure and changes in law; advise and serve as liaison with program managers relative to program planning, policies and procedures; participate in systems studies involving problems of moderate complexity and diversity of alternatives; prepare reports and correspondence; review draft proposals of legislation and recommend changes thereto; participate in training and actual work assignments involving the use of quantitative and qualitative techniques.Specific programs consisted of:• Business Development & Support Division• Land Use Commission• Creative Industries Division• Foreign Trade Zone• Hawaii Tourism Authority• State Energy Office• Office of Aerospace• Research & Economic Analysis Division• Hawaii Green Infrastructure Authority• Administrative Services Office• High Technology Development Corporation• Office of Planning• Hawaii Strategic Development Corporation• Natural Energy Lab of Hawaii Authority• Hawaii Community Development Authority• Hawaii Housing Finance & Development Corporation
