- Designed and implemented agency-wide change program to strengthen and modernize IT service delivery and enable new solutions. Led engagement of 6,400 stakeholders nationwide via interviews, 32 focus groups, and online survey (33% response). Findings informed program communications, stakeholder management, IT governance, and change management planning. Program success resulted in continued funding to date. Pulse surveys indicated 44% saw program progress.- Developed and launched change communications campaigns on IT projects e.g., email to the Cloud, online collaboration tools. Distributed to business divisions' leaders for further work with their teams.- Led outreach program for agency to provide $4B in grants to expand broadband to underserved populations. Guided outreach and communications strategy, materials development, event management, branding, social media tracking and stakeholder management. Program resulted in channels for direct engagement to 233 grantees nationwide.
