Kansas City, Missouri Area

Responsible for business development, customer care, project execution, human and other resource management in Midwest area of Kansas, Missouri, Nebraska, and Iowa. Oversaw 300% growth in project based revenue. Served as project manager or responsible manager for all aspects of more than 20 projects ranging from under $25K to over $5M, spanning the life cycle of technology applied to transportation:Planning: Develop strategic deployment plans, business plans, regional and statewide ITS architectures and updates, and project architectures.Design: Prepare bidding documents (Plans, Specifications, and Estimates) for civil project lettings, design documents for design/build projects, and designs for field and central communications, severs, and software systems.Construction: Manage construction projects for the installation and integration of electrical, communications, and surveillance systems for transportation. Includes scheduling, material submittals, subcontractor oversight coordination, procurement, inspection, testing, and final acceptance.Integration: Coordinate with teams for the integration of field devices and communications systems with central monitoring and control systems.Software: Coordinate the scoping, requirements development, software development, enhancement, installation, maintenance, and updating of arterial and freeway management software systems including hardware and networking systems.Operations: Manage and oversee staffing, develop and implement operational policies and procedures, develop and execute training programs, develop and implement emergency operations plans, coordinate national peer reviews, performance measure planning and implementation.Maintenance: Develop and implement maintenance programs for field, central, and software systems, including processes for preventative and response maintenance, inventory control, fleet management, and safety programs.

Salt Lake City Area

Responsible for the supervision of the Utah Department of Transportation’s Traffic Operations Center staff, including between 6 and 15 part-time and full-time permanent and temporary operators, public information specialists, and technicians. Provided supervision, development and implementation of training program, policy and procedures, performance measures planning and reporting, ramp metering deployment, and specification of a central asset management system. Also played a central role in preparation for and operation of the center during the 2002 Winter Olympics held in Salt Lake City. Developed over 150 incident response plans, prepared detailed operational plans for the Traffic Operations Center, and operated the central traffic signal system.Prepared Plans, Specifications, and Estimates for the construction of various communications and surveillance systems as expansions of the traffic management system.

Project supervisor, responsible for training and day-to-day supervision of other part-time research assistants. Performed research, client contact, and preparation of publications for professional research journals and conferences. Also performed engineering and support activities for the research lab. Projects include: Development and construction of the University of Utah Traffic Lab, Road Weather Information Systems, Incident Detection Algorithm Evaluation, Traffic Signal Timing, and Advanced Traffic Management Systems.
