Elected into Chair role when Barry Kling, Chelan-Douglas Health District Administrator, had to step down due to managing local public health response to the COVID-19 pandemic, and fulfilled remainder of the term he vacated, through December 31st, 2020. Facilitated monthly governing board meetings, led board executive committee, and participated in governance committee and strategy workgroup. Led governing board pandemic response strategy, processes of developing and finalizing NCACH Guiding Principles and Value Streams and revising the NCACH Mission Statement, oversight and final year planning of north central Washington Medicaid Transformation Project (MTP) work, and planning for NCACH business model for post-MTP period.

Represented the behavioral health sector for the north central region of Washington State. Accountable Communities of Health (ACH) bring together leaders from multiple sectors with a common interest in improving health and health equity. As ACHs better align resources and activities, they support wellness and a system that delivers care for the whole person. The goals of ACHs are to promote health equity, create, support, and collaborate on local health improvement plans, support local and statewide initiatives such as Fully-Integrated Medicaid Contracting and Medicaid Transformation projects, align resources and activities that improve whole-person health and wellness, and improve population health. Transformation projects focus on health systems capacity building, care delivery redesign, prevention and health promotion, and increased use of value-based payment models that reward providers for quality of care rather than volume of services and procedures.

Provided statewide leadership and consultation in pediatric integrated care, population health, and preparation for value-based payment as part of the Pediatric Transforming Clinical Practices Initiative (P-TCPi) in Washington State, a partnership between the WA Chapter of American Academy of Pediatrics, Centers for Medicare and Medicaid Services, Molina Healthcare, and the Washington State Department of Health. Led and managed statewide team of nine regional behavioral health champions. Provided education about value based payment, behavioral health integration with primary care, and statewide transformation efforts to enhance behavioral health access and care for children and youth. Participated in Washington State P-TCPi advisory council and behavioral health committee workgroups. Supported mental health policies and advocacy efforts. Supported implementation of Collaborative Care in pediatric settings. Distinguishing features of this initiative were: partnership between practitioners and health plan to leverage data and cost analysis to drive change; and addressing methods of behavioral health-primary care integration and improving population health. P-TCPi aimed to improve the health and well-being of the whole child, resulting in healthy children ready to learn, with reduced health disparities and increased access to care for children and families. P-TCPi supported Healthier WA's goals of better care, better outcomes, lower costs, and assisted the DOH in its responsibility under HB 2572 to lead clinical practice transformation support efforts.

Provided collaborative behavioral health leadership and consultation for the Pediatric Transforming Clinical Practices Initiative (P-TCPi) in Chelan, Douglas, Grant, and Okanogan Counties of Washington State. Advised scope and strategies for new and existing projects. Trialed and tested practice transformation strategies. Represented regional priorities and experiences to advocate for patients and families served in region. Shared stories, experiences, and data to demonstrate regional differences and priorities. Collaborated with regional physician champion to establish inter-agency agreements and referral processes between pediatric primary care providers and behavioral health provider agencies. Led transformation efforts and consulted on integrated care assessment in region. Met with regional and state leaders to advocate for effective transformation policies and programs. Contributed, planned, hosted, and marketed webinars for pediatric behavioral health professionals, Washington state policy makers, and pediatric providers.

Directed program operations and quality assurance activities, including contracts, budgets, personnel, training, program development, evaluation, and public relations, and increased program visibility through community, state, and national activities, including in healthcare integration, population health, whole person care, and other delivery system transformation efforts. Served on the base Sexual Assault Prevention & Response (SAPR) and Drug & Alcohol Committees with Judge Advocate General (JAG), Base Commanding Officer (CO), and Base Executive Officer (XO). Led trainings on parenting, stress and anger management, and the effects of domestic violence on children. Provided crisis response outreach to tenant commands.
