Effective operational skills in turning objectives into results as manager of programs in international institutions as well as in public sector agencies: (1) As a result of ONPE’s performance in 2001, the perception of people changed about ONPE from being perceived as one of the most corrupted and inefficient into 'the most credible public' institution in the country. (2) Coordinated the collection of 1.5 million signatures in support of a referendum against the unconstitutional third consecutive term in office of former President Alberto Fujimori.Demonstrated capacity to build bridges and promote dialogue among stakeholders, working with public and private partners, with services’ users, and with civil society organizations at the national and sub-national levels.
