Maintenance Program Manager

Dodea-Ddess

Peachtree City, Georgia

In this position, I provided program oversight and support for each school district maintenance program in DDESS, which covered a geographical region from West Point, NY to Guantanamo Bay, Cuba. I was requred to travel to each location as required to effectively perform this function. I conducted site visits and utilized available management tools and personal program knowledge to review the locally managed maintenance programs and make recommendations to supervision on methods to improve the functions where necessary.. I researched and developed BPA and/or purchase order type maintenance contracting support vehicles for use where necessary to support school district maintenance programsI utilized existing or researched alternative packages to implement maintenance management software for each school district location, with the ability to centrally track maintenance work being done and resources expended for each site from the DDESS ASC office. Analyze the data gathered from maintenance software system and site visits to validate that maintenance funds and labor funds are being used for that purpose, and documenting for supervision instances where resources are being used inappropriately. In this position I also served as the point of contact for environmental issues related to the DDESS and DoDDS-GTMO schools, including AHERA, lead paint, management of hazardous materials, indoor air quality, water quality, soil contamination and radon.

Oct 2007 - Feb 2008

Logisitics Supervisor

Ddess Ft Knox Schools

Ft. Knox, Kentucky

In this position my duties included direct supervision of the Maintenance Department, Procurement, Property, Receiving, Safety & Security and Bus Transportation, to name the major ones. For the first two years in this position, I was the only Billing Official for FKCS, meaning that every purchase order generated in the school system had to have my signature authorizing it before one of my ordering clerks could place the order or we could submit through the contracting office; we re-aligned the purchasing program, distributing some of the workload to the schools after that. I was directly responsible for the daily oversight of the maintenance department, ranging from 10-25 persons. This included providing all training needed, safety and technical, dependent upon their responsible areas, and insuring that my employees, as well as contractors, followed all safety procedures and performed work according to the pertinent codes. Also during this time, I was assigned the task of writing the Performance Work Statement for the Logistics A-76 Study at Ft. Knox Schools & Ft. Campbell Schools. This study directly affected 79 maintenance and custodial positions that were subject to outsourcing. My task, in addition to my normal responsibilities, was to write the PWS for each site, capturing all work being performed and putting it into a narrative that could be utilized as a contract document. This process took over 3 years to complete and took a toll on my health, ending with my asking for and receiving a reduction in grade so that I relinquished some of my supervisory duties-basically all other duties remained intact. In this position, I oversaw many projects, large and small, in many different capacities, from Project Manager to Contracting Officer Representative. This has given me experience from different aspects of managing a project, i.e. from the project owner to the facility owner. I feel this experience is an invaluable asset for managing projects.
