Performance Monitoring and evaluation: I lead USAID/Zimbabwe s’ monitoring, evaluation and learning functions. USAID Zimbabwe s’ portfolio covers the Health, Economic growth, Governance, Humanitarian sectors and local capacity development with an annual budget of around $160 Million.Strategy Development and Reporting: Preparation of the Country Development Cooperation Strategy, Operational Plan, Performance Plan Report, Congressional NotificationsExternal Representation: Represent USAID, as required, in meetings with the Government and other donorsResource Allocation: Supervise and monitor the review of detailed financial analyses of the program portfolio (pipeline analysis, expenditure review, and mortgages) Project Design:Support technical teams in new project designs & provide advisory services on USAID program regulations and proceduresSupport programs to meet USAID Environmental Design and Management standardsIn the time I have been at USAID I have managed to:• Develop a Performance Management Plan for USAID s’ 5 year strategic plan, and lead planning for a new Five year strategy• Instituted processes for learning/utilizing evaluations • Innovated on ways of conducting reviews on progress towards achievement of USAID s’ strategy goals• Instituted a capacity assessment of local evaluation firms• Started the USAID Monitoring and Evaluation community of Practice to improve inter partner learning

In this short term assignment I was a Global emergencies adviser for Save the Children UK (SCUK), responding to global emergencies and advising on Humanitarian response and policy. Specific duties included advising on overall SCUK and specific country contingency plans and emergency preparedness plans, developing training materials (e.g Urban cash transfer training module), staff supervision, representation of SCUK at relevant technical and stakeholder platforms (Gvt, Line ministries, Technical working groups, donors), Emergency food security response Accomplishments:• Capacity building of SCUK partners in Assam State of India to develop a Monitoring, evaluation and learning plan for an emergency flood response• Developing a Monitoring evaluation and Learning plan for Save the Children s’ Food security and livelihoods program in Northern Nigeria (Katsina State)• Developed SCUK s’ urban cash transfer training module

I was a global roving specialist adviser in food security and livelihoods programming for OXFAM GB. Responsibilities depended on country of deployment but included working on early warning systems, emergency response planning, disaster risk reduction, response plans & contingency plans, country staff capacity building in emergency response and food security, building and managing teams for humanitarian responses. Implementation and management of emergency responses (cash, commodity and market based responses), program design. Representation of OXFAM GB at relevant forums (donors, partners) and coordination of inter country responses/plans. Deployed to Kenya, DRC, Ethiopia, Somalia, Horn of Africa regional center (drought response and conflict).Accomplishments:• Participated in the East Africa drought response Real Time evaluation• Capacity building of staff in Emergency Market Mapping and assessment

Managing a consortium of partners funded by Christian Aid in Zimbabwe, Key responsibilities included grant/budget and project management, project design, partner performance management and capacity building, reporting on consortium progress, fundraising for new programs, representation of Christian Aid with Donors, Government, and consortium members.
