Chief of Staff to Mayor Alex Morse May 2019 – December 2020-Mayor’s liaison to 26 departments heads representing 2,100 municipal employees in a city of 40,000 residents.-Worked to deliver progressive social and economic agenda with examples including: Requiring police use of NARCAN to combat opioid overdoses; proposing a $132m middle school construction project, authoring an equitable energy transition grant in partnership with the Conservation Law Foundation, Rocky Mountain Institute, and Neighbor to Neighbor MA.-Led city’s budget committee and department head budget review process. Passed a $142m zero-layoff budget despite COVID-19 disruptions.-Represented the Mayor’s Office in union bargaining, grievances, and evaluation of city insurance plans.Acting Director of Emergency Management March 2020 – June 2020-Led the city’s coronavirus response task-force. Served as liaison to Massachusetts Emergency Management Agency. -Established an ongoing partnership with Harvard Medical School and Mass General to embed experts into the city’s board of health to assist with data gathering and analysis as well as community-based testing and a serology study.Director of IT May 2019 – December 2020-Concurrent with work as Chief of Staff; Oversaw city IT budget and a transition to a Managed Service Provider. -Spearheaded an ongoing next-generation public wireless pilot project with Nokia, Holyoke Public Schools, Holyoke Gas & Electric and the city’s Managed Service Provider and led efforts to provide public internet access to families at the onset of COVID-19.
