I am a statistician with a specialization in the analysis of billing data for healthcare payers and providers. I consult with clients on matters such as: quantifying potential overpayments or other financial damages in response to allegations of fraudulent billing or false claims, monitoring the integrity of billing practices after settlements with government agencies, and designing reimbursement methodologies that include cost-reduction incentives, quality measurement, and risk-sharing between commercial providers and payers. I also lead due diligence analyses on behalf of private equity firms investing in healthcare providers about a provider's compliance with regulations for submitting claims to government programs.I am regularly engaged by lawyers representing my clients and consequently have submitted expert reports and served as an expert testifier in state and federal judicial venues. I have also identified methodological errors and rebutted the conclusions of other statistical experts. I occasionally branch out of the healthcare industry for interesting statistical questions in the areas of random sampling and extrapolation, regressions and other inferential statistics, and forensic data mining.Prior to consulting, I was an econometrician at the Detroit Medical Center and lectured at the University of Michigan. My first job after college was as a teacher in a high-school in apartheid-era South Africa.
