Full time position organizing and implementing the logistics of a marathon & half marathon, an ultramarathon trail race, a half marathon and several 5K races annually. Map courses, obtain local government approvals, estimate and order supplies and equipment, register thousands of runners, and organize volunteers. Races support themselves as a non-profit and the operations of a separate non-profit along with two other local children's charities. I am an endurance runner. I never challenged the marathon distance until after I turned 50 years old. I have since run six including two Boston marathons and have run the half marathon distance eight times. As District Director of Transportation Planning and Development until my Retirement I oversaw all work activities of the district’s Design and Plan Review Section, Advance Planning Section, Bridge Section, and, until TxDOT’s 2009 regional reorganization, the Right-of-Way Section and the Public Transportation Coordinator. I managed the development and coordination of overall district project planning and exercised professional and independent judgment in managing the design and preparation of preliminary project layouts, environmental studies, public involvement, construction plans, and right of way maps for the district’s projects. I was responsible for the long-range and short-range transportation plans for the district in cooperation with the metropolitan planning organization, local governments, the local transit authority, and other transportation providers. My work required contact with governmental officials and the public, coordination with the Area Engineers, adjacent districts, various divisions of the department, and cooperation with other appropriate governmental and non-governmental entities. I often represented the district at state and local levels and advised local officials and the public concerning proposed project development. I oversaw advance planning programs and all design and plan preparation for the district. I directed the implementation of an action plan for all project planning in the district and coordinated the preparation of the Unified Transportation Plan, the Transportation Improvement Program, and the Annual Four-year Letting Plan. I oversaw the district's engineering and surveying consultant contract selection and administration. I oversaw the preparation and secured the execution of agreements and related correspondence as necessary for contract lettings and project planning.

As the District Advance Planning Engineer, I worked under the general direction of the Director of Transportation Planning and Development, supervising a group of specialized professional, administrative, and technical employees engaged in schematic design, evaluating, and mitigating the environmental impact of transportation projects. I represented the district in coordinating these projects with federal, state, and local governments and agencies. I ensured that district projects complied with applicable federal, state, local, and departmental laws, rules, regulations, policies, and procedures relating to the administration of environmental requirements, environmental document preparation, and development of preliminary schematic designs. I also represented the district by making presentations at public hearings and meetings for planning and project development and working closely with the metropolitan planning organization and the planning offices of many of the other governments within the district boundaries.

I became Assistant Area Engineer in the Texas Department of Transportation’s (TxDOT) Hearne Area Office upon my professional registration in December 1992. I ran that office’s design section with progressive responsibility for preparing and leading the preparation of the office’s plans, specifications, and estimate (P, S & E). During that time, we produced plans for highway seal coats, overlays and rehabilitation along with off-system bridge work. I also assisted in overseeing the construction project inspection staff. I worked with inspectors and contractors to resolve any questions about the intent of the plans and the actual field conditions. I visited construction projects and made decisions and provided guidance regarding the interpretation of the specifications and plans. In the area engineer’s absence, I was responsible for construction operations including supervising inspectors, dealing with contractors, reviewing construction documentation, making decisions and providing guidance. I assisted with preconstruction meetings and provided quality control for the office’s monthly construction reports. I participated in formal partnering sessions with contractors.

Hearne, Texas

In the TxDOT area office in Hearne, I led the design section. During this time that section worked mainly on designing roadway rehabilitation projects. These involved overlays, seal coats, spot base repairs, and combinations thereof. I did the pavement design for Hearne projects and directed the survey crew in collecting the necessary field data. I did my own design work while simultaneously leading the other designers in the office and reviewing their work. I also reviewed the plans and specifications with inspectors and visited them in the field to answer questions and look for ways to improve our design.

Belton, Texas

In the TxDOT area office in Belton, I prepared plans, specifications and estimates (P, S & E). I prepared plans and the guide for scheduled tests and sampling for each project I was involved with using TxDOT’s specification book and design manual. When questions arose in the field with regard to those plans I met on site with the construction inspector and superintendant to assist the area engineer resolve differences between the plans and actual construction conditions. I designed field changes to facilitate construction. I also worked in the field as a construction inspector on large operations like bridge pours, when necessary. I performed materials testing and documented the information necessary to prepare the project diaries and work/material reports. I reviewed the monthly construction reports of material and construction quantities for quality control.

Fort Hood, Texas

I was a Commissioned Officer in the United States Army Corps of Engineers at Fort Hood, Texas. As the Assistant Battalion Logistics Officer from January 1988 to June 1988, I assisted in planning and coordinating for supplies, services, transportation, maintenance and facilities in support of the forces and missions assigned to the battalion. As Company Executive Officer from February 1987 to January 1988, I was second in command of a 138 man mechanized combat engineer company in support of a combined-arms brigade of the 1st Cavalry Division. I was responsible for implementing and enforcing the commander's policies and for providing him advice and guidance in all company operations, especially on the logistical and maintenance readiness of the company and $14 million of US Army equipment. I managed the company's general supply and maintenance budgets and vehicle maintenance. As Combat Engineer Platoon Leader from September 1985 to February 1987, I led a 28 man mechanized combat engineer platoon. I managed three combat engineer squads with $2 million of US Army equipment and provided technical and tactical guidance to battalion-sized combined-arms task force commanders as their staff engineer. As Float Bridge Platoon Leader from September 1984 to September 1985, I led a 40 man Ribbon Bridge Platoon. I was responsible for the mission accomplishment, health, morale, welfare, and training of the soldiers and noncommissioned officers in the platoon. I supervised the use of $3.5 million of US Army assets capable of spanning a 200-foot gap with a 70-ton capacity floating bridge. From 1988 to 1992 I was a captain in the Texas Army National Guard holding positions of Assistant Battalion Operations Officer in Houston, Texas and then commanding Bravo Company of the 386th Combat Engineer Battalion in Brenham, Texas.
