My contribution to higher education with Chapman University and subsequently with Brandman University is in the curriculum area of Human Resource Management and Development along with Organizational Leadership.

My contribution to education has spanned over 24 years as Adjunct Faculty with the Business and Management Department of Pierce College. My course curriculum typically includes Business Operations & Management, Human Relations, and Human Resource Management.

The Resource Manager serves to enhance the provision of the Thurston County Washington therapeutic or problem solving oourt services to adults and juveniles to reduce their risk for future justice involvement. In due course of duties the mission is to expand the efforts needed to locatede and secure resources to operate the courts, coordinate data collection and data analysis & reporting for the Treatment Sales Tax funded therapeutic courts. This position supports District and Superior Court and works directly with the respective Judges responsible for: Drug Court, DUI Court, Juvenile Drug Court, Family Recovery Court, Mental Health Court and Veterans Court. The expanded capacity of this position is a county priority to engage in resource development activities and to improve the understanding of how these courts impact the community. Organizational Leadership Consultant provides leadership support for specific county projects under the Direction of the County Executive. This role includes organizational improvement for directors and Judicial Officers, as well as the Executive Leadership tasked with the successful coordination and deliverables to assure the timely opening of a new and expansive Thurston County Corrections Facility. Ex-Officio member of the Strophy Foundation Board of Directors.

Appointed as board member to the Board of Directors in November 2011 & resigned as a member in July 2013. It was a most rewarding experience and I appreciate all the fine folks I met with this great organization.

This position involves the development and administration for the WSDA Government Management, Accountability & Performance (GMAP) Reviews, the WSDA portion of the Governor's GMAP Forums on Economic Vitality and Natural Resources; Strategic & Operational Planning, Agency Self Assessments, Washington State Quality Award (WSQA) Assessments; Team Facilitation and Training, LEAN Practioner with the Governor's Office and at WSDA.

Business, Management and Organizational Consulting along with Process facilitation and improvement; which provides success factors for performance excellence. Focuses on core business and a sound Business Management Accountability and Performance model utilizing LEAN methods and characteristics to improve business processes.

Developed first comprehensive Performance Management & Accountability System for this state agency. Developed the first Strategic Business Plan since 1994; which aligned the key components of Strategic planning, Operational planning, Priorities of Government and Budget Activities for Performance Management. Agency Budget Analyst for the Human Resources Division.

Member of Senior Management Team and directly responsible for Product and Retail Services which includes 157 State Liquor Stores and 156 Contract Liquor Stores with a staff of 800 employees. Collaborated in the effective management of the division with 3 bargaining units, suppliers and distributors along with the respective local communities serviced by WSLCB. Directly responsible for an $88 Million Division Biennial Budget. Represent the Board and the Administrative Director as requested.

Member of Senior Management Team and directly responsible for the Quality Initiatives and Strategic Planning of a 1200 person Agency and a $450,000 biennial budget. Directs and facilitates the Agency and Divisional Quality Steering Committees. Developed and implemented the Agency Performance Agreement with the Governor, the Balanced Scorecard approach to Strategic Planning and the Internal Budget Management Review. Represents the Board and the Administrative Director as requested.

Member of Executive Management Team, Internal Quality Consultant and Strategic Leadership Planner; directly responsible for Quality Improvement and Performance Partnership of a 1400 person division. Special Assistant to the Director and Primary Program Administrator for myriad assignments unique to policy, collection/investigative child support enforcement and high profile human resource management issues. Developed the first division strategic plan which became the model for DSHS and performance based budgeting. Responsible for a $560,000 biennium quality training budget. Represents the Director statewide as requested.

Entered public sector service through the Washington State Career Executive Program. Managed a licensing and customer service staff of 100 employees. Administered statewide vehicle and vessel services policy, relative to the Revised Code of Washington (RCW). Interfaced and coordinated with legislators, city managers, and county auditors. Reconfigured and automated administrative office processes to support field operations through innovation and technology adaptation. Developed an automated call distribution system. Planned, developed and implemented a $10.4 million dollar biennial budget. Directly responsible for regulatory compliance for vehicle and vessel licensing.
