Served as a consulting executive with Deloitte’s Supply Chain and Network Operations practice supporting the Government and Public Sector accounts. Advised federal clients on the design and implementation of Contract Lifecycle Management (CLM) and Third-Party Risk Management (TPRM) policies, processes, operating models, training programs, and technology solutions to improve their sourcing and procurement functions. Leveraged Deloitte’s extensive capabilities and technology partners, such as SAP Ariba, MetricStream, Aravo, and Icertis, to configure and integrate contract data management solutions supporting requirements planning, due diligence, contract writing, and post-award risk management. Ensured all services complied with relevant statutory, regulatory, and federal instructions such as the Federal Acquisition Regulation (FAR) and agency specific supplements.

Founder and owner of a Service-Disabled Veteran-Owned Small Business that provided Third-Party Risk Management consulting services to the Department of Defense and other federal agencies in order to align contracted service requirements with desired cost, schedule, and performance objectives. These services were a new and innovative approach designed to specifically address the enduring coordination gaps between contracting activities and requiring customers for managing procurement milestones, vendor risk, and spend. Developed a Third-Party Risk Management application designed to maintain a single inventory of all third-party relationships and automate risk assessments, performance scoring, due diligence, continuous monitoring, issue management, and corrective action processes using the Aravo platform.

Provided strategic and operational leadership to a contracting organization consisting of over 700 civilian and military employees responsible for procuring for the Army’s ground vehicle portfolio valued in excess of $140 billion in active contracts. Led efforts to coordinate, advocate, negotiate, mediate, and resolve problems and conflicts in acquisition and program implementation between the acquisition center and its business customers including program offices, project managers, and installation campus managers. Directed the development and implementation of strategic plans and performance measures to control and improve sourcing and procurement support. Directed, coordinated, and provided executive leadership to subordinate procurement workgroup leaders to drive process improvement initiatives using Lean Six Sigma (LSS) and other problem-solving methodologies.

Served as the principal assistant to the chief executive officer of the Army’s largest procurement organization comprised of 35 satellite offices and over 1600 employees. Supervised a high performing headquarters team consisting of 150 employees with 20 executive level direct reports responsible for acquisition policy and oversight, contract lifecycle management, human resources, operations and training, logistics, information technology, budget management, legal counsel, and public affairs. Responsible for up and downstream communications to ensure adherence to corporate mission goals and customer satisfaction objectives. Controlled the organization’s mission by developing and implementing a strategic plan using Balanced Scorecard methods and through effective communication of performance objectives; drove the execution of key strategic initiatives.

Camp Victory (Baghdad), Iraq

Served as the chief operations officer for the headquarters organization responsible for leading the sourcing and procurement support for all U.S. forces deployed in Iraq and Afghanistan. Guided contracting operations in both Iraq and Afghanistan by directing acquisition policy and strategy; building consensus; acquiring and allocating resources; influencing organizational culture; and shaping complex and ambiguous external environments. Coordinated procurement operations with supported customers and subordinate contracting offices through working groups, planning sessions, and continuous communication. Developed and coordinated the monumental strategy to curtail contracted support in Iraq and the departure of over 150,000 contractors commensurate with the drawdown of U.S. forces.

Responsible for the development and execution of contracting support plans, annexes, and appendices in support of operational, contingency, and deliberate plans associated within the U.S. Southern and Northern Commands’ Areas of Responsibility as well as the integration of such plans with the supported Army Service Component Commands. Planned and executed current and future operational contract support for deployed forces during both combat and humanitarian operations and in support of Army, Joint, and Combined exercises. Deployed the brigade twice to Honduras in support of joint operations which included participation in the largest joint exercise in the Department of Defense, PANAMAX 2007. On short notice led a contracting operations team in support of U.S. Army North's response to the Southern California wildfires in 2008.

Led a division consisting of 25 military and civilian personnel responsible for providing contracting support to the U.S. Army’s mission throughout the Caribbean and Central and South America. Developed close working relationships with the supported customers to synchronize their mission milestones with the procurement process in order to mitigated shortcomings or problems, such as lack of timely funding or late purchase requests, in order to make contract award prior to the mission execution. Deployed to Honduras to for six months as the Third-Party Risk Manager to oversee the multi-million dollar base operations support contract at Soto Cano Air Base.

Served as a Contracting Officer responsible for pre-award and post-award functions including the solicitation, negotiation, award, and administration contracts for supplies, services, and minor construction requirements. Assisted customers in preparing requirements packages such as technical data, statements of work, and cost estimates. Developed and issued solicitations consistent with acquisition strategies and milestones in accordance with federal acquisition regulations. Evaluated contractor proposals and prepared award documentation using electronic contract writing system. Trained and appointed Third-Party Risk Managers to oversee contractor on-boarding, delivery, and performance. Monitored contractor performance for compliance with terms and conditions of contracts and initiated remedial or corrective actions when required. Selected as the Department of the Army’s military Contracting Officer of the year for 2003.
