Have held senior management urban planning positions responsible for a variety of land use planning and development projects at the city, state, regional and federal government levels. Managed projects and supervised planning staff in all aspects of comprehensive land use planning elements and growth management initiatives. Examples include growth management policies and regulations, housing policy, environmental protection, transit-oriented development, urban services delivery, intergovernmental service agreements, and special projects. Served 27 years as City of Portland Legislative Liaison from Bureau of Planning to Office of Government Relations before the Oregon Legislature during 13 legislative sessions. Served six (6) years for three (3) Oregon State Agencies during the administrations of three (3) Oregon Governors (McCall, Straub, Atyieh). Served 28 years for the City of Portland under the administrations of five (5) Portland Mayors (Ivancie, Clark, Katz, Potter, and Adams). Served as a senior management staff member under nine (9) City Planning Directors and several city commissioners-in-charge of the Bureau of Planning. Member of the American Institute of Certified Planners (AICP). Member of the American Planning Association (APA). Past Vice-President and President of the Oregon Chapter of APA (2002-2006).Represented Portland as a Land Use Trainer for the U.S.- China Center for Sustainable Development workshops for the Chinese Ministries of Construction and Land Use. Presenter to international delegations hosted by World Affairs Council. Speaker at state and regional planning conferences. Led mobile workshops and study tours on a variety of urban planning projects from transportation, housing, and urban design to the preservation of Portland's historic neighborhoods.Participated in international study tours to China on three occasions, Mexico twice, and the countries bordering the Black Sea, including Turkey, Georgia, and Russia.

In charge of the bureau's intergovernmental relations activities including representing the City of Portland on all city, regional and state land use planning matters. Developed analysis and recommendations and advised the city's Planning Director and elected city commissioner representatives to METRO on major regional land use decisions, including analyzing and representing the city's interests in Urban Growth Boundary expansions, urban and rural reserve rules and decisions, and criteria for transit-oriented land uses and development standards. Prepared staff recommendations leading to plan policy adoption by Portland Planning Commission and City Council. Served on many regional advisory committees working on regional planning policies with METRO. Worked closely with State Agencies (DLCD/LCDC and ODOT), and other area cities and counties, the PDC, and the Port of Portland, etc. Assisted in supervision to update the Portland Comprehensive Plan elements: including housing policy, environmental policy, urban service delivery, etc. Member of an Interdisciplinary Team that prepared city portion of Pleasant Valley Concept Plan, a UGB expansion area.

Chief Planner for 10 years in charge of the Bureau's Long Range Planning and Urban Design Section. Prepared the budget, managed and directed the work plan, and supervised 10-12 land use planning professionals engaged in all elements of Portland's Portland Comprehensive Plan and related Neighborhood Plans. This work enabled the city to maintain compliance with Oregon's comprehensive statewide land use planning requirements. Prepared staff recommendations leading to plan policy adoption by Portland Planning Commission and City Council.

Taught graduate level evening class for 3 years titled, "Housing Policy and Land Use Planning." Also an invited Guest Lecturer at PSU on City and Regional Planning Issues: 1995-2010.

As Office Director was responsible for managing the work program and budget of a four-person staff. Developed city 's affordable housing policies; coordinated policies and programs of 5 housing-related city bureaus and Housing Authority; prepared the City's Annual Housing Management Plan; and developed City's State Legislative Housing Agenda.

Senior Planner for 3 years during formative period of the Oregon Land Use Planning Program. Responsible for reviewing city and county comprehensive plans for their compliance with the Housing Goal requirements of the Oregon Statewide Land Use Planning Program. Prepared written analysis on city and county plans and testified before the Land Conservation and Development Commission (LCDC). Helped define compliance requirements and produce technical assistance manual. Provided policy and technical assistance to cities and counties. 2 years: Served as Senior Housing Policy Analyst and principal staff to the Oregon State Housing Council providing policy recommendations on housing programs and policies for low and moderate income. Performed policy analysis, research, and bill tracking to represent and advocate for the Housing Council's interests before other state agencies and organizations. represented the Council's Legislative Agenda before the Oregon Legislature. Prepared written testimony and delivered oral testimony before legislative committees.

Advised Senior HUD officials on State housing and community development policy and program needs and delivery issues. Project and program manager in charge of a allocation formula to distribute community development block grant funds for technical assistance to all 50 States.

In charge of preparing all housing policy and planning studies analysis and compliance activities, including working with state and federal housing agencies in a three-county region in the central Willamette Valley.

Reviewed compliance standards for county comprehensive land use plans required under Senate Bill 10, for State Land Use Program Compliance. Prepared first update of "Oregon State Housing Element", in 1971, a requirement for the state to receive federal funding through the Community Development Block Grant Program. Performed other special studies as assigned.
