  Mr. Robert “Bob” E. Comer is the program executive officer for the Defense Commissary Agency, headquartered at Fort Lee, Va. He is responsible for recommending and implementing solutions to improve business operations and integrate with other DeCA and Department of Defense processes and systems. He is assigned program design, development, and execution of all major system modifications and life cycle replacement of IT and business systems while providing advice on emerging technologies and trends across the retail business. An inherent part of his responsibilities is leading the acquisition of DeCA’s Defense Business Systems in accordance with DOD acquisition guidelines and policies, specifically Business Capability Lifecycle Guidance and DOD 5000 series while developing and mentoring program and project managers across the agency. Mr. Comer assumed this position in May 2013 after serving eight years as the program manager for DeCA’s point of sale system, the Commissary Advanced Resale Transaction System, known as CARTS. CARTS is the center of DeCA’s store operations and a key customer interaction point for all commissaries around the world.Prior to joining DeCA, Mr. Comer served numerous assignments with the U.S. Army after being commissioned a second lieutenant of ordnance in 1981. As a captain, he joined the Army acquisition corps and ultimately went on to serve in a variety of program management roles associated with the Abrams Main Battle Tank, Bradley Fighting Vehicle, Army trucks and watercraft before retiring from the military as a lieutenant colonel in 2003. Mr. Comer possesses extensive knowledge of acquisition-related statutes, regulations and policies with more than 20 years applied acquisition experience with major defense acquisition programs and major automated information systems.
