Assist renewable energy companies and other stakeholders in maneuvering through Hawaii's State and County permits for projects

Silicon Valley Leadership Group (SVLG) General Counsel, Vice President of Energy, June 2008 to March 2011  Led SVLG’s federal and state-level policy and lobbying activities on behalf of Silicon Valley-based high-tech, clean tech and renewable energy companies. SVLG is one of most widely respected business trade associations in California, focusing on major policy issues affecting the economic vitality of Silicon Valley.  In partnership with the Pacific Gas & Electric Company, oversaw a multi-million dollar program to provide technical consulting and project management to large Silicon Valley companies implementing energy efficiency programs. Programs included retro-fitting and retro-commissioning of labs, clean rooms and data centers.  Orchestrated three of SVLG’s signature events: Energy Summit, Data Center Efficiency Summit, and Sustainable Corporation Symposium. Work included developing topics, recruiting speakers and sponsors, and hosting panel discussions.  Significant contributions: - Generated $500,000 in new annual revenues for SVLG. - Provided a key leadership role in the voter approval of Measure B – 2009 County Sales Tax Initiative to fund mass transit and the Bay Area Rapid Transit. - Played a strong supporting role in defeating the 2010 Ballot Proposition 23 to suspend California’s Global Warming Law (AB 32). - Orchestrated successful lobbying efforts to reverse oppressive California overtime rules for software engineers. Executive on Loan to Silicon Valley Leadership Group, October 2007 to May 2008  Served as Project Lead for SVLG on a high tech industry initiative focused on reducing the state’s corporate income tax rate and promoting a new state “dynamic” budgeting model.

Solectron was acquired by Flextronics in October 2007] Responsible for worldwide government affairs for a Fortune 250 corporation that operated in 20 different countries. Supervised direct reports in China and Latin America. Interfaced with elected officials, government representatives and public agencies on local, national and international level. Led Solectron teams responsible for soliciting government grants for company sites.  Worked closely with environment staff on environmental compliance.  Helped develop Solectron’s strategy on Corporate Social Responsibility.

 Oversaw government affairs and public policy programs for the Chamber, a regional trade association whose membership ranges from small businesses to the largest technology companies in Silicon Valley.  Served as the Chamber’s representative at San Jose City Council meetings and on City task forces.  Responsible for outreach to local, state and federal elected officials and staff. Led delegations of business leaders to Sacramento and Washington, D.C. for meetings with elected officials and staff on issues critical to the economic vitality of Silicon Valley. Hosted monthly meetings with state legislators representing the Bay Area.  Chief liaison with key business trade associations and community organizations in Silicon Valley.  Director of the Chamber Political Action Committee. Personally managed the $500,000 independent expenditure campaign for the 2006 San Jose Mayor’s election.

Tri-County Apartment Association CEO, September 2003 to June 2005 Government Affairs Director, January 2001 to August 2003  Executive management responsibility for the Tri-County Apartment Association (Tri-County), a trade association representing the rental housing industry in Santa Clara, San Mateo and Santa Cruz counties with over 3500 members and operating budget of $3.5 million. Supervised a staff of 17 employees.  Tri-County’s mission included high profile government affairs, community outreach and public policy advocacy on local, county, state, and federal levels; large-scale event production; and membership services.  Chief lobbyist and media spokesperson. Successfully lobbied against the adoption of eviction restrictions, rent control and other regulations adverse to the rental housing industry. Also, introduced programs that improved the public image of the industry among Bay Area elected officials and community organizations.  Key leadership role in the merger with the California Apartment Association (CAA). Designed a staff realignment resulting in net annual savings of a quarter million dollars in operating costs for the newly formed Division of CAA.

California State Assemblyman Jim Cunneen Chief of Staff, December 1994 to December 2000  Senior policy adviser to Assemblyman Cunneen, whom the American Electronics Association recognized as the “High Tech Legislator of the Year” for six consecutive years. Worked closely with industry representatives, trade associations and Assembly/Senate Committee staff to develop and pass legislation important to the high tech business community.  Assemblyman’s key liaison with federal, state and local officials, as well as business leaders and trade associations. Press spokesperson coordinating all media events. Extensive crisis management experience.  Recruited, trained and managed the staff in the District and Capitol offices.

 Chief Counsel and manager of legal team of four attorneys advising U.S. Army staff on contract, labor, environmental, and administrative law issues. Served as the Chief Prosecutor for the Presidio, 6th U.S. Army and 6th U.S. Army Recruiting Brigade. U.S. Army Trial Defense Service, June 1988 – April 1992  Senior Defense Counsel representing U.S. Army personnel in felony level court-martials throughout the West Coast, Alaska and Central America.
