Bob Keizer (1949, The Netherlands) is graduated in Medical Law at the University of Leiden (specialisation: Narcotic Laws). He has a long-term and comprehensive expertise in the drug policy field, as political advisor and managing director. He has worked both at national and at international policy level (EU, Council of Europe, UN, WHO, and in many international drug policy development projects).From 1992 till 2001 he was responsible for coordinating Dutch national drug policy, as Head of the Drug Policy Division of the Ministry of Health, the coordinating Ministry.In this capacity he was responsible for national and international Dutch drug policy, for the quality of Dutch addiction treatment and prevention services, for monitoring and evaluation of the policy. He was responsible for numerous White Papers on drug policy and has given many lectures on this issue in many countries, more in particular about the relationship between research/evaluation, policy and practice. From 1992-2004 he was the Dutch representative in the Pompidou Group (Council of Europe), the oldest and biggest European Think Tank on Drugs (37 member countries), and between 2004-2007 he was the Executive Chairman of this group. From 1994-2000 he was the Dutch representative in the Management Board of the European Monitoring Centre on Drugs and Drug Addiction (EMCDDA, the EU drugs observatory). From 2005 till 2018 he has worked as Senior Advisor at the Trimbos Institute, the Netherlands Institute of Mental Health and Addiction. In this capacity he has been involved in many drug-related projects in Europe, North Africa, The Russian Federation, Turkey, etc (policy analysis and evaluation; consultancy and training activities). From 2013 till 2019 he has been involved in the EU- CADAP project, http://cadap-eu.org/en/ (evaluating and developing drug policies in five Central Asian states)As from 2019 he works again as independent consultant on international drug policy. ‎
