Reliability Team efforts were focused on these 20% of issues causing 80% of problems. Efforts targeted at these problems included: development of expertise in problem areas, training of engineers and technicians in problem areas, and allotment of Opex and Capex to eliminate the problem area.•Utilized inspections (of both existing and new equipment), risk assessments, and other NDT methods to eliminate defects before they could impact site production, safety, or environmental performance. •Reorganized Reliability Engineering group into multilevel team. Less experienced engineers were assigned daily process maintenance / reliability responsibilities to develop troubleshooting skills and gain essential experience. Experienced engineers of the team, being freed from daily issues, were provided the time and resources to develop expertise in critical equipment, materials of construction, and piping technologies.•Utilized RCA methodology to identify root causes of reliability issues and develop action plans to eliminate the failure modes. RCA findings were communicated widely and were applied to other similar situations to eliminate problems before they could occur.•Developed functional reliability review tool to be used in the FEL phases of projects, in conjunction with FMEA’s, to ensure that known reliability defects did not get repeated in new construction. Tool was successful at the Carrollton site and was later adopted corporate wide.•80/20 targeted approach for personnel, expertise development, and Capex improvements, resulted in site running at record rates for 7 straight months and site OEE increasing from 86% to world class 95% over 5-year period.

The site was able to maintain production through flood condition. •Initiated and led corrosion under insulation (CUI) remediation effort for Dow Corning Carrollton Plant in response to several large releases caused by corrosion under insulation o Secured $1M annual infrastructure budget for remediation and preparing bid packages, o Following period of remediation, CUI-related chemical releases approached zero at Carrollton site. CUI program was adopted across Dow Corning. •Initiated and developed lean approach for small project work packages which streamlined detail design and minimized engineering costs.
