Developed on and later led a team of engineers in developing and successfully fielding a Coast Guard Vessel Traffic System (CGVTS) in several major Coast Guard ports. For the final few years of the project, was responsible for leading a team to complete the development and fielding of our product. Responsibilities included leading technical design and development, performing employee reviews and evaluations, ensuring build deadlines were met, and frequent customer interaction for build progress and requirements analysis, Traveled and worked on-site with customers as needed for site-specific troubleshooting and eventual fielding. Championed new development efforts by gaining approval from management and customers, then working with a team of developers to design and implement the changes. Even though funding diminished and the team was cut in half the final year of the contract, CGVTS was still completed and fielded on schedule, with high customer satisfaction.CGVTS is a Coast Guard software application for monitoring and managing vessel traffic in a port, and was developed to replace an outdated system in use at Coast Guard facilities in San Francisco and Seattle. CGVTS utilizes near-real time sensor data (AIS and live radar) to display live tracks on the screen, and allows Coast Guard operators to monitor tracks, manage transit and vessel information, and perform various task in support of this. This software is built on a client/server architecture utilizing Java and C/C++ code on a Solaris 10 platform, and is supported by the DOD standard “Common Operating Environment” (COE). CGVTS interfaces with an Oracle 11g database server on a Windows XP platform for persistent data. Software unit testing is done using JUnit, with Java Swing interfaces tested using “FEST” and JFCUnit. Tools utilized in development environment include: Eclipse IDE, Ant, Subversion (SVN) and Trac for bug-tracking and project management.
