Division Chief (Colonel) - Cipad, Mafpad, PddUs Army Program Analysis And Evaluation 2004 - 2009Pentagon– Led three different divisions in Army Program Analysis and Evaluation Directorate (PAED). Integrated the PPBE process for thje US Army. Provided independent assessments of both requirements and funding. Successively analyzed the $25B annual Army installation programs and the $81B annual programs for manning, training, and organizing the Army. Served as the principal responsible for developing and integrating the Army’s entire $148B annual budget for the next six years. Directed the budget building process for two annual cycles which leverages over 5,000 analysts across the Army. Directly led and supervised over 40 career military officers and high-level Department of the Army civilian analysts. – Bob was instrumental in defining and defending the Army’s budget requirements in a time of war. He collaborated with other agencies to define the force needed to conduct the current war. As a result, the Army was successful in getting $52B reinstated to the Army’s program. He led efforts to define Army needs to enable growth of the force as the principal Army lead in support of a Presidential decision to grow the force by 15%. He worked with analysts of the Office of Management and Budget, the Office of Secretary of Defense and the Congressional Budget Office to articulate the Army’s needs for manpower, equipment and construction. As a result, the Army acquired over $70B for implement the plan.

Lieutenant Colonel To ColonelUs Army 2000 - 2003VariousConcepts, Analysis and Capabilities Chief, Office of the Joint Chiefs of Staff (06/2000 – 06/2003)– Led the Concepts, Analysis and Capabilities branch of the Joint Staff. Spearheaded the formulation, execution and analysis of war-games designed to improve joint decision making and warfighting capabilities assessments supporting the Chairman of the Joint Chiefs of Staff. Provided leadership, operations research, systems analysis and other techniques to design, improve and adapt manual and automated models to support politico-military seminars and warfighting assessments. – In support of the 2001 Quadrennial Defense Review, Bob led the design and post-game analysis of the first-ever wargames that combined both quantitative and qualitative efforts into a fully integrated process. He ensured the connectivity between 26 major defense agencies through a centralized database management tool that captured senior leader decisions and generated more than 500K force employment records that provided both results and insights to the Chairman of the Joint Chiefs of Staff and the Secretary of Defense. He was also the principal game designer of five Defense and Interagency initiatives that provided decision support to senior leaders in execution of the Global War on Terrorism. His efforts supported the development of the Strategy for the Global War on Terrorism, the creation of US Northern Command, Counterterrorism support to Combatant Commanders and the assessment of global impact of war with Iraq on defense strategy execution both during the conflict and during post-conflict operations. -

Provided a cross-functional, integrated view of all proposed actions. Provided quick “what-if” views for senior Army leaders. Assistant Professor and Operations Research Analyst, Department of Systems Engineering, United States Military Academy (06/1994 – 06/1997)– Instructor, Course Director and Assistant Professor of Systems Engineering at the United States Military Academy. Led, mentored and taught over 200 future Army officers. Responsible for course design and development of a senior-level design course in simulation and modeling and capstone design. Led and conducted numerous research projects and studies aimed at improving Army systems and educating cadets. Field Artillery Officer, United States Army (05/1984 – 06/1992)– Various operational active duty positions in both Europe and the United States from 1984-1992. Assigned to the Massachusetts Army National Guard from 1982-1984. Culminated with Command of a 150 Soldier Field Artillery Battery with the 101st Airborne Division (Air Assault) during combat operations in Saudi Arabia and Iraq. Battery awarded the Meritorious Unit Commendation for operations in combat. Personally awarded the Bronze Star. -
