With 31 yrs in the State Retirement System, and almost 2 decades as the Judicial Dept CIO, Bob Roper retired from the CO Judicial Branch, on Sept. 30, 2011. In addition to being responsible for a $12 million/annual budget, 100 staff and a Statewide tech infrastructure for almost 100 locations, he was a founding member of the CO CJIS Task Force in1995. As the CIO for the Judicial Dept, his vision has been accountable for major court automation projects, including: a Statewide court, probation and financial case mgmt system for all casetypes in all of the State funded courts; Judicial participation in CO’s integrated criminal justice information system; development/pilot deployment of a Statewide e-filing system in small claims cases for self-represented litigants; partnering with LEXIS/NEXIS in a Statewide electronic filing system for attys in civil, domestic relations, water and probate cases; a Statewide jury mgmt system; a Statewide system for public access to court data and for other gov't entities to access court data; a Statewide on-line payment system; identifying/deploying a Statewide digital recording system; a Statewide drug court system; an appellate court case management system; a Statewide back office system for leave management/staff evaluations; a business intelligence system; and designing/deploying a series of Statewide data exchanges between the Judicial Dept and DOC, DHS, DOR and DMV. Under Bob’s leadership, the CO Judicial Dept's web site's focus on e-courts, resulted in it being named one of the top 10 judicial websites in 2009.Bob served as one of the founding members of the recently formed CITOC organization sponsored by the Conference of State Court Administrators and the National Association for Court Mgmt. CITOC stands for Court Information Technology Officers Consortium, and represents all of the Judicial Branch CIOs from around the United States and its territories.
