Directed repair, replacement and licensing for three major underwater power cables. Designed a number of small 300 kW to 2.5 MW diesel generator facilities. Project Manager on a 25 MW Windfarm. Helped utility develop strategy and contracts for commercial solar photovoltaic power stations. Helped in the feasilbility analysis for several groups looking at starting consumer owned electric utilities. Provided expert witness testimony before Oregon Facilities Siting Commission, Oregon PUC, FERC, BPA, arbitration and mediation hearings. Developed FERC hydro compliance programs for Yelm Hydro electric project. Provided Bond holder reports for Energy Northwest Packwood Hydro Project modifications and Columbia Generating Station modifications. Provided engineering oversight and design for emergency repairs at various State of Washington owned facilities. Designed fiber optic systems, overhead and underground distribution power lines, communication duct/vault systems, transmission lines, substations for consumer owned electric utilities. CH2M HILL, Inc., October 1987 to April 1995, Bellevue, Washington United States (Electric Utility Industry) Sr. Electric Utility Consultant. Provided rate, power supply, transmission contract negotiations assistance to various electric utilities in the Pacific Northwest. Lead licensing engineer on two power project in Hawaii on the Kona Coast. Performed due dilligance study for BC Hydro Board of Directors on their System Planning process and criteria. Prepared a business plan for the BC Hydro Surrey Power Tec Labs to determine its worth if sold. Performed feasibility studies for a number of landfill gas to energy projects, developed a cogeneration master plan for all Boeing Puget Sound major facilities. Examined economic feasibility of adding additional generation for capacity and incidental energy to Grant County PUD Developments. Performed a pumped storage feasibility study for Douglas County PUD.

Started as Engineer Supervisor computerized much of the design calculations used by Distribuion and Transmission engineers at the utility. Promoted to System Planning Manager, where I performed load forecasts, transmission/substation expansion studies, and reliability studies. Was in charge of utility capital budgeting and assisted with issuance of tax-exempt municipal bonds. Promoted to Director of Power Managerment. Was responsible for utility power supply contracts, generation projects, fuel contracts, and transmission contracts. Implemented PUD first computer based SCADA system. Transitioned PUD from non-generating to generating electric utility. Participated in management of Jackson Hydroelectric Project. Negotiated non-firm power contracts, entry in the PNW Coordination Agreement, and export sales of surplus power to the Western Area Power Administration's Central Valley Project. Testified before FERC and in various BPA power and transmission rate cases.

Evaluation, design and licensing engineer on twin unit BWR nuclear power plant. Evaluated Nuclear Steam Supply System bids, performed take-out estimates on Balance of Plant, designed certain air, water and steam emergency systems. Responsible for AEC/NRC quality control list of nuclear safety systems. Designed piping, isometric drawings and construction sequence for certain nuclear systems. Wrote portions of PSAR and Environmental Report as well as State environmental licensing reports. Performed loss of coolant dose/exposure calculations for the NRC Environmental Report.
