Led 69 civilian, military and contractor intelligence professionals producing fully-informed, integrated assessments and modeling and simulation-based characterization of adversary warfare capabilities to inform acquisition and technology protection decisions and fleet operations and planning.

Undersea threat analysis led directly to increased capability in current and future US submarine programs.• Developed and executed programs of analysis to track highest priority threats, including asymmetric/terrorist threats to maritime interests, in accordance with National Defense Strategy. • Expanded and strengthened Naval Intelligence partnerships with academia, research labs, acquisition organizations and industry in order to inform future threat environment by leveraging partner understanding of technological requirements, trends, and developments.

Deliberately recruited by Director of National Maritime Intelligence Integration Office (NMIO) to institute revitalization of staff processes and procedures in preparation for organization assumption of role as National Intelligence Manager (NIM), Maritime within Office of Director of National Intelligence (ODNI). • Synchronized operations for 40-person civilian, Navy/Coast Guard and contractor ODNI senior staff with $8 million budget responsible for civil maritime intelligence integration and maritime domain awareness in order to thwart use the of maritime domain by malign actors, including terrorists.

Led and directed over 300 military, law enforcement, and civilian personnel responsible for the disruption of illicit trafficking in the Western Hemisphere. Developed intelligence strategy to disrupt global threat networks in the absence of maritime assets. Orchestrated a 33% increase in sharing of time-sensitive intelligence with partner nations resulting in 15% increase in narcotics interdictions. Increased year on year interdiction rates by 50%.

Led an organization of 100 personnel charged with providing indications and warning throughout the Eastern Pacific and overseeing intelligence training and readiness of over 70 world-wide deployable ships.
