Member of Senior Management team reporting directly to the Vice President of South American Operations. Duties include project management support and providing leadership for overall direction of North and South American Operations with respect to all matters regarding HSSE. Current areas of focus are within mining and metals and hold multiple active projects in Canada, Chile, Peru and Brazil. As the Director of HSSE within North and South America, current staff under my direction includes 35 project safety managers as well as supplemental engineering support augmenting with FEED and Safety In Design (SID) support. Primary operational function is full support for EPCM work. Project HSE Director AMEC/WorleyParsons, Shell - Shell Athabasca Oil Sands Project, Upstream Expansion 1, 2007- April 2010. Senior member of construction management team for joint venture as prime contractor with AMEC/Colt-WorleyParsons. Current capacity of existing facility is 155,000 barrels per day (BPD) of synthetic crude, with potential to achieve production licenses of 770,000 BPD. Currently the project consists of the Muskeg River Mine and the Scotford Upgrader, located in Alberta. A 100,000 BPD expansion is under way to include the construction of mining and extraction facilities at Jackpine Mine. Additional development planned includes expansion of Froth Treatment Facilities at existing Muskeg River Mine; expansion of Scotford Upgrader; and development of common infrastructure such as power transmission lines, roads, camps, and site pipelines to support future expansions. Duties include all aspects of safety management for the mega-project, reporting to the Director of Safety. Supervise 28 project safety managers and 14 medical professionals within the project Health Center. Manpower management consists of overseeing 112 direct contractors.

2006-2007. Houston Operations Regional HSE Manager for all Houston executed projects. Bobby provided domestic and international project safety support for field operations, engineering, and construction. Other duties included supporting construction management and maintenance operations. Primary areas of focus included safety management over multiple scopes of work within Power, Minerals & Metals, Hydrocarbons Upstream/Downstream, Infrastructure, Environment, and Construction. In addition to safety support for the regional operations other duties included promoting the corporate metrics downstream to achieve core value of zero harm through effective safety implementation. Focal points were to drive continual improvements within internal systems, processes, and training programs which are measured against targets on Key Performance Indicators and audit results. Providing domestic and international project safety support for field engineering, start-up, plant commissioning, project and construction man-agement, maintenance operations, and safety supervision for major electrical power producers. Primary focus of commissioning activities included mechanical and electrical installation, controls, warranty, operations, and service for coal/gas, petrochemical, nuclear, and wind turbine power generation. Overseen new and retrofit construction in; and the Middle East. Implemented training programs, inspections, site audits, and assessments. Established organization as a safety engineer resource and developed client consulting as a saleable and highly profitable commodity. Supervised 28 Field Safety Engineers. Reduced Incident Rate (IR) from 0.74 and 166 lost days to 0.42 IR and no lost days in one year. Increased retained earnings by more than $252,000 through accident/injury claim reduction.2002; Worked on the following projects:Giant Cement - Plant Expansion Project, Harleyville, SC, 2004. Provided client and project team members direct safety management and served as hazardous analysis and risk assessment site lead for the expansion for the mining site. Ensured existing facility expansion met Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulatory safety compliance measures. Lead for all craft project teams on root-cause analysis, site audits, and collective effort site inspections.

. Served as Project Safety Manager for new construction of new 720-megawatt steam-electric power plant, dual natural gas fired turbines, and combined cycle generation. Responsible for project safety management from preconstruction through commissioning. Safety coverage for operations included additional focus with the anchor tenant Red Hills Power Plant to include piping and electrical ties into the existing facility. Site Safety Plan included direct supervision of subcontractor safety compliance. Lead on hazard analysis for critical scopes including safe work involving critical lifts, isolation methods and LOTO, high-pressure testing safeguards, confined space entry and rescue response, emergency action contingency, and excavation and trenching. Involved with craft task planning session and preplanning on all high-voltage/energizing and commissioning with start-up. Supervised all field safety engineers and trainers. Requested by client to provide technical lead with Emergency/Disaster Plan. Introduced risk-assessment tools on hazard analysis for front-end proactive safety assurance. 2,200 Megawatt Gas-Fired Power Project): Supported project's safety management team, with peak manpower at 1,800 employees and a total of 17 subcontractors. Duties included technical safety support for the new construction of four 550-mega-watt power blocks through commissioning. Focused on heavy construction coordination with regards to restricted work areas with shared responsibilities in the following areas: trenching and excavation, permitting, steel erection and fall protection analysis, confined space work and permitting, energy isolation and LOTO, critical lift analysis, site safety audits, hot work activities and permitting, task hazard analysis and reviews. Provided technical support for start-up and commissioning activities along with supervising subcontractor site safety field engineers. Applied direct support with Site Safety Director in staffing, budgeting, injury management, claims review and contract execution of site safety requirements for the State of Arkansas. Designated as Site Safety Lead for field operations and was liaison for all start-up and commissioning activities. Served as lead for contractual requirements of the Spill Prevention Control and Countermeasure Plan (SPCC) and acted as liaison with area OSHA office

Worked in conjunction with S&B Engineering and part of the Safety Management team for fall turnaround to provide engineering, procurement, and construction (EPC) work for crude unit revamp. New equipment included a crude furnace, atmospheric crude tower, vacuum tower, pre-heat train exchangers and pipe/pump installations. Served as lead on hazard analysis for scope of work, including permit-required hot work, PSM for interface in operating facility, permit required confined spaces, isolation and LOTO. Specific focus made on fall protection for elevated pipe rack installation. Supervised field safety engineers. Served as lead for orientation and training, hazard analysis and task planning, incident investigation, and root cause analysis (RCA). Served as part of critical lift team to coordinate world-class lift for a 330-ton vacuum tower utilizing a 2,500-ton super crane designed specifically for the lift.
