Senior Manager of Permitting ensuring the successful simultaneous development of multiple solar projects from initial acquisition through divestiture and self-perform construction. Working with internal and external stakeholders to identify project needs, data gathering, and meeting project milestones through collaboration across varying disciplines. Responsibilities include auditing and tracking projects’ permitting needs focusing on buildability through alternative mitigation strategies throughout the project lifecycle. Atlantic Coast Pipeline Spread 11 – 83 Miles of Natural Gas Pipeline from Emporia, Virginia to Chesapeake Virginia. Representing the Federal Energy Regulatory Commission, responsibilities include evaluation of applicant construction activities, methods, environmental inspection program implementation, and biological and cultural program effectiveness to determine compliance with the FERC Plans and Procedures. Other duties include direct reporting to and interaction with federal agency project management, variance approval / denial authority, compliance level assignments, corrective action direction, landowner interaction and complaint resolution.

Golden Hills North Wind Energy Project – 4,389 Acres: construction of twenty 2.3 MW GE turbines and the removal of 283 first – generation wind turbines near Altamont, California. Responsibilities included field management of environmental monitors in collaboration with the onsite and offsite construction management teams, contractors, and agency representatives to ensure environmental permit conditions. Also conducted environmental compliance training for all project personnel, authored reports, performed on-site stormwater inspections with agency personnel, and developed cost reduction strategies.

Blythe Solar Energy Project – 1,800 Acres: construction of a 485-megawatt solar power generation project, associated 16-mile transmission line, and 6-mile reclamation project near Blythe, California. As a member of the NextEra onsite construction management team, responsibilities included development and oversight of the project’s environmental compliance program through corroboration with the environmental consultants, subject – matter experts, regulatory agencies, Native American Tribal leadership, third-party monitoring vendors, contractors, and corporate NextEra environmental services team. Additional duties included management of all environmental consultants, managing and tracking budgets, forecasting and reducing costs, safety training, plan development, emergency response, and contingency planning. Other budget management, agency consultation, Native American relations management, Section 106 cultural resources program oversight, RCRA compliance auditing, and spill prevention systems implementation.

McCoy Solar Energy Project – 2,200 Acres, congruent with Blythe Solar, construction of a 750-megawatt solar project, associated 16-mile transmission line, 8-mile paved access road, and 4-mile distribution line near Blythe, California. Managed simultaneously with Blythe Solar (above) and had paralleling responsibilities and duties.

Houston Lateral Pipeline – 48 miles of 36-inch pipeline from Hull, Texas to Houston, Texas. As part of the newly – developed QA/QC pilot program for Price Gregory, responsibilities included assisting the Quality Control Project Manager with creating corporate environmental procedures and directives, conducting audits of the company’s environmental compliance platform through report and field reviews, developing comprehensive training modules, conducting training of company representatives and field personnel, and performing field audits to evaluate the program’s effectiveness. Also, through tendering, authored and edited project bids and proposals.

Magellan Strauss Pipeline Project - 37 Miles of 8-inch pipeline from El Paso, Texas to Strauss, New Mexico. Representing the BLM, responsibilities included auditing applicant and contractor compliance with BLM Plans and Procedures, Section 106 compliance including NAGPRA and other cultural resource protections, Stormwater Pollution Prevention Plan (SWPPP), Clean Water Act Sections 402 and 404 including the Nationwide 12 permit. Also authored daily and weekly reports documenting construction activities and compliance issues.

Chesapeake Energy’s Marcellus Shale Natural Gas Deposit Gathering Line Projects– 525 Miles of multiple, pipeline construction projects ranging from 6-inch to 36-inch pipelines in northeastern Pennsylvania. Primarily functioned as the director of the environmental inspection program for the entirety of the assets held by Chesapeake Energy in northern Pennsylvania. Duties included direct management of over thirty personnel including five lead environmental inspectors, training of inspection and construction staff totaling over 1,500 personnel, development and management of the environmental compliance program on more than 500 miles of pipeline construction with active permits in all stages of construction, managed budgets, and developed directives and procedures. Served as primary point of contact for the client and regulatory agencies including the Pennsylvania Department of Environmental Protection and Pennsylvania Fish & Boat.

Sunrise Powerlink Transmission Line Project – 117 Miles of 230 KV line from El Centro, California to San Diego, California. Responsibilities included coordinating with construction personnel to ensure the implementation of environmental conditions during power line construction. Worked with third – party California Public Utilities Commission (CPUC) monitors to ensure compliance with all applicable plans and procedures, permit environmental conditions, BLM and Forest Service mitigation measures, and all SWPPP and erosion control measures. Also authored daily reports documenting biological observations, construction activities, and compliance issues.

Ruby Natural Gas Pipeline Project Spread 2 - 55 Miles of 42-inch pipeline from Woodruff, Utah to Brigham City, Utah. Responsibilities included coordinating with project management, environmental inspectors, permitting agencies, compliance monitors, resource monitors, and construction supervisors and staff to ensure permit conditions during pipeline construction. Worked with contractor and third-party Federal Energy Regulatory Commission (FERC) monitors and management to ensure compliance with FERC Plans and Procedures, BLM and Forest Service mitigation measures including all SWPPP and erosion control measures. Also authored daily and weekly reports documenting construction activities and compliance issues and conducted the environmental training program.

Overland Pass Piceance Basin Lateral Natural Gas Liquids Pipeline Project Spreads 1 & 2 - 152 Miles of 14-inch pipeline from the Piceance Basin in Rio Blanco County, Colorado to Echo Springs, Wyoming. Responsibilities included coordinating with project management, environmental inspectors, permitting agencies, compliance monitors, resource monitors, and construction supervisors and staff to ensure the implementation of environmental conditions during pipeline construction. Managed environmental inspection teams for both spreads concurrently, also authored reports documenting construction activities and compliance issues, wrote and submitted variance requests to the BLM, conducted environmental training program for construction crews, and served as primary contact for agency personnel including area BLM offices, Colorado Division of Wildlife, and others.

Responsibilities included implementation of environmental conditions by the contractor and coordinating daily activities of biological, cultural, dust, restoration, and environmental inspectors and monitors to ensure project environmental compliance. Created and implemented an environmental training program for the environmental inspectors, construction supervisors, and other construction personnel. Worked with contractor and third party FERC and BLM monitors to ensure compliance with FERC Plans and Procedures, permit environmental conditions, BLM and U.S. Forest Service mitigation measures and environmental permit conditions including all SWPPP and erosion control measures. In addition to monitoring, responsibilities included cultural resources mitigation for all three links of the project including Arizona, New Mexico and West Texas. The mitigation phase included directing crews in the complete excavation of archaeological sites within the right-of-way.

Responsibilities included construction monitoring of international border road (JTF-6) improvement projects along the U.S./Mexico Border from Big Bend, TX to Van Horn TX. Additional projects and duties included Army Corps of Engineers inventory of cultural resources surveys and excavations on military properties throughout the United States.
