The duties of this position require the incumbent to have (or be able to obtain) a Contracting Officer's warrant and the Federal Acquisition Certification. Incumbents must meet one of the following in order to obtain a Federal Acquisition Certification in Contracting (FAC-C): My duties include performing contracting at Richmond, Salem, Beckley, Salisbury, Asheville, Hamptom, Durham and Fayetteville VA.•Formulating and issuing procurement documents such as, grants, cooperative, and interagency agreements, assuring that all documents are in compliance with rules and regulations.•Reviewing procurement packages to determine the adequacy of documentation of requisitions, noncompetitive justification, evaluation and award factors, bid schedules, specifications/statements of work, special provisions, etc.•Providing assistance and expertise to program managers in the drafting requirements and ensuring contract implementation, and evaluation of contractor's performance.•Performing cost or price analysis on procurements and evaluating offerors'/quoters' proposals.•Establishing competitive range, negotiating terms and conditions and contract pricing arrangements, and resolving technical questions.•Administering contracts by monitoring performance, progress and cost, protecting the Government's rights, enforcing all terms and conditions and ensuring that all actions are properly completed.•Reviewing and authorizing requests for payment, contractor payrolls, statements of compliance and labor inspection reports.•Providing interpretation to contractors on the terms, conditions and specification of the contracts and negotiating and issuing modification as required.•Providing direction and guidance to the Contracting Officer's Representative and Project Inspector throughout contract performance.•As requested, assisting in the preparation of manual supplements, memoranda and other guidance.
