Serve as the DLA Liaison Officer (LNO)/ Contingency Planner between the Director, Defense Logistics Agency and the Commander, U.S. Army Corp of Engineers (USACE) Logistics Directorate, providing expert advice and technical guidance to direct the design, development, execution of activities in support of Federal Emergency Management Agency (FEMA), Emergency Support Function (ESF) # 3 Public Works and Engineering and ESF #9 Search and Rescue. Evaluate USACE operation and civil works requirements to determine DLA supporting task and mission throughout day-to-day analysis and periodic testing through table top Rehearsal of Concept (ROC) Drills and participation in mass destruction, mass casualty exercises with USACE Emergency Management (EMS) Personnel. An expert in system functionality and business capabilities. Recommends changes in how the Order Fulfillment process is executed, including system changes or other process improvements. Coordinates with Analysts throughout the Order Fulfillment process area in their efforts to assist BSM end users and capture any problems encountered by BSM end users. Acts as a focal point for sponsoring/proposing improvements for the Order Fulfillment process. In addition, may identify areas for system or process improvements based on their own experiences in supporting BSM end users. Identifies and develops Order Fulfillment process-specific Key Performance Indicators (KPIs) and metrics. Analyzes and evaluates KPIs, metrics, and other process performance critical data to ensure the Order Fulfillment process area is meeting its performance targets. Based on analysis and/or trends, generates written reports with process improvement recommendations for top agency management briefings and for submittal to the Process Owner. The Business Process Analyst (BPA) serves as expert analyst and advisor to the Process Owner and other senior agency management on Order Fulfillment functional program/process improvement initiatives, and on the development and implementation of policies and procedures for the Order Fulfillment process area. Assesses the impact of policy/legislative requirements from DoD and Congress to determine the required action. Interprets regulatory requirements that impact the Order Fulfillment process area.

Integrated Tactical Data Links (TDLs) on 3,500 platforms over life cycle. Chaired 50-member Joint Logistics Working Group. .•Built Beyond Line-of-Sight (BLOS) logistics support program; enabled critical sustainment total air picture.•Revised Iceland’s Link 16 logistics program; secured $670K for spares – eliminated excesses, saving $1.7M.
