CYBER THREAT INTELLIGENCEServed as the primary Senior Cyber Threat Intelligence Analyst for two DOD SAP components within the U.S. Navy and Air Force. In this capacity, Mr. Sheppard provides counterintelligence assessments for ongoing and current cyber threats facing DOD military programs. He delivers CI analyses on software used by Cleared Defense Contractor companies, which could negatively impact DOD SAP’s. 11/2018 – 01/2021PRINCIPAL SME COUNTERINTELLIGENCE I performed as a senior counterintelligence intelligence operations specialist and liaison officer for AFOSI/PJ. Working within DCSA’s Counterintelligence Operations branch to protect special access programs (SAPS) within CONUS and abroad against possible FIE infiltrations and exploits.

Worked as an intelligence operations specialist with responsibilities in Guantanamo Bay Cuba.

Working abroad in Germany, serves as an intelligence analyst responsible for maintaining situational awareness on specific countries within the United States European Command Area of Responsibility (AOR) for the U.S. Army. Additional duties extend to counterintelligence involving internal threat reporting requiring the use of various databases to locate potential terrorism nexus of which may threaten U.S. personnel, allies, and facilities within the European AOR.

As a Department of Defense (DoD) independent contractor (formerly Sheppard Security Systems LLC), conducted field operations for force protection activities, including risk analysis, vulnerability assessments, as well as route and site analysis.

As a Support Officer for Fusion Centers Nationwide, facilitated and monitored state, local, tribal and territorial requests for intelligence and program-related support. Assisted in establishing intelligence officer infrastructure and evolving protocols for over 72 fusion center locations within the United States. Provided guidance to field intelligence officers as well as state, local, tribal and territorial law enforcement partners. Analyzed and shared their reporting with Department of Homeland Security (DHS) Field Intelligence Officers and other DHS partners as needed. Assisted in the management and analysis of State and Local Program Office (SLPO) project deliverables in line within information sharing and Intelligence Oversight guidelines.

Intelligence Analyst/Reports OfficerAs a Reports Officer working for the Office of Intelligence and Analysis, duties involved interpreting raw data from state intelligence reports; performed quality assurance on reports to produce publishable Homeland Security Intelligence Reports on a daily basis. Responsible for personally evaluating and processing over 200 reports from state and local fusion centers nationwide; often including analysis of investigations involving persons with refugee status. Initiated and completed daily extensive research utilizing law enforcement and intelligence bases to add context and explanation to reporting. Responsible for adjudicating reports requiring assessment of U.S. person information under current Intelligence oversight guidelines.Intelligence Watch OfficerIntelligence Watch and Warning, responsible for working 24x7 watch center shifts, varying each week from 8 to 12-hour days, involving the monitoring and reporting of intelligence and terrorism traffic through specialized databases and systems to include classified and open source information. Responsible for producing and reporting situational awareness-based intelligence reports of which kept senior leadership and the Under Secretary of Intelligence informed and briefed daily. Performed tactical and in-depth cross data source analysis on known and suspected terrorists in support of DHS intelligence requirements requiring prioritization of intelligence and message traffic for compilation into daily intelligence products that were often briefed to a multi-agency environment. Attended Secure Video Conferences involving participation from the majority of members within the intelligence community.Intelligence Operations Specialist (DNDO Ops)

As part of NCTC’s “Global War on Terror” mission, I served as Team Leader and Senior Intelligence Analyst responsible for managing and Quality Control of the Terrorism Analysis Support System (TASS) database. Completed daily quality assurance of raw intelligence analytical products prior to dissemination to ensure accurate reporting of collected intelligence data. Responsible for reading, interpreting, and extracting selected information from cable traffic into a Threats database into the appropriate folders for further intelligence analysis. Participated in testing of research tools used for analytical reporting and quality control. Assisted senior management in organizing and controlling the follow of threat-based information and ensured that information was properly extracted and shared within the intelligence community. Organized data from matrices and placed information in a proposed format to be used within the intelligence community.

Federal Police Officer (Security Protective Officer)Performed focused security operations in the protection of employees and facilities of said agency. Executive protection and surveillance activities when warranted. Federal Police Officer trained in HAZMAT and protection duties involving security and decontamination techniques in lieu of an NBC EVENT.

Special AgentPerformed Executive Protection of Congressional Members performed and received Special Agent (SA) authority and responsibility. Frequently performed SA duties consisted of advance route selection, surveillance detection, and close protection details. Participated in liaison activities with U.S. Secret Service and FBI, President of AF high threat detail and DC Sniper case respectively.Federal Police Officer – ALERT 2 Team MembersOne of the first intensely trained NBC (nuclear biological, chemical) responders at USCP, as part of the ALERT team we worked jointly with officials and law enforcement from all branches of government. As an ALERT team member, we were trained on Continuation of Government (COG) and Continuation of Operations (COOP) tactics, procedures and protocols; AND thus, were trained in detection, decontamination, prevention and survival of a chemical, biological and nuclear attack on an integral government facility. Responded and participated in real world CBRN activities and emergencies during 9/11, the 50th NATO Summit (while at the Capitol) and four State of the Union addresses.Additionally, we participated and conducted liaison-training operations with U.S. Supreme Court, FBI, NCIS and Navy Seal Team.Federal Police Officer-First Responder UnitDuties consisted of police patrol and protection of Capitol Grounds, employees, and surrounding neighborhoods in District one NW; to include Civil Disturbances and organized protests.
