Provide guidance to executive leadership, managers, and professional staff through teaching and training using the latest adult teaching principles. Manage the development of the safety program at the Port of Houston. Establish safety subcommittees, committees, and chairs to identify, respond to, and mitigate hazards at the Port. Establish training utilizing third party trainers, CBT training, and by personally performing training classes. Accountable for the performance and results of multiple related teams. Perform Audits, Risk Analysis, and Incident Investigations which include High potential near misses. Examples of things that I do on a daily basis: Drive across the port (more than once per day) and check on Port employees, the jobs that they are performing, and how well they are following safety protocols. Provide input to a daily maintenance meeting and work with maintenance foremen to ensure that all personnel maintain proper training, PPE, and Port protocols. Additionally, I monitor and report findings for construction projects which often include wildlife such as the presence of alligators on the construction site. Examples of things that I do bi-weekly: Meet with the Project Managers of the construction companies working at the port and their safety personnel to ensure compliance of their written safety program. Work with Security to establish safe and secure work areas. Examples of things that I perform monthly: review written safety plans for construction companies that have won bids with the Port of Houston. Monthly safety meetings with the subcommittees, committees, and their respective chairs. Review training for the next month for the Maintenance group.

Responsible for all safety aspects including but not limited to: Process Safety Management – working with the crews to identify those project that had a large chemical piece and mitigate all hazards through JSA, Stop Work, and Risk Analysis. Field audits – investigate work locations to ensure that employees are following safety protocols set forth by the company and the companies for which we work. Accident investigations – Utilizing the Tap Root investigation tool, investigate and find the root cause for accidents, incidents, and near misses. Training program development, and training – Work with safety personnel from the companies with which we do work and establish protocols for our training program which go beyond the normal OSHA regulations. Training includes: H2S competent person (not just awareness), CPR (Medic First Aid – CPR training designed for the industrial workplace), Smith Driver (collision avoidance training for all workers driving company vehicles – this helped to cut down on the number of collisions and subsequently our auto insurance), PEC Safeland, Qualified Gas Sampling, and NORM (Naturally Occurring Radioactive Material) Surveyor, OSHA 10, OSHA 30, LOTO, Fall Protection and a variety of OQ training including heavy equipment, aerial work platform, and telehandler operations. Outside sales for third party training. Influence others internally and externally, including senior leadership. Identify and resolve technical, operational and organizational issues particularly with regard to safety.

Responsible for five districts ranging in size from 20 to 66 employees. Passionate and persistent training and a continual presence in the field reduced the number of incidence in these districts by half for two consecutive years. The TRIR for these districts was close to zero over the last 12 months (if it were calculated on a single year). This training included:PEC Premier Safeland / SafeGulf – this training is an oil field specific training which takes into account OSHA’s rules and regulations and correlates them to the specific ANSI and API standards.Field Safety Training – this training was for site specific hazards such as working on the wireline truck, around the fracking crews, and how to protect against wildlife issues such as snakes, coyotes, and mosquitoes.Site Safety Audits – Specific audits done for each crew for each location. I worked with the operations manager and made weekly field trips to investigate each location, the employee’s behavior, and the condition of their wireline unit – which carried a radioactive source.DOT HazMat Training – Because radioactive sources, hazardous chemicals, and explosives are used on each location, employees (even those who did not handle the hazards) were required to take a DOT training class to understand how to respond in the event of an incident, accident, or release.OSHA Requirements – OSHA has requirements for both the employee and employer. It is important that all employees be educated on their rights and obligations as an employee.OSHA 10 & 30 hour – Specific training for competent persons and new hires for OSHA compliance. This training includes such things as fire safety, ergonomics, and fall protection.
