Vision:Waste reduction and sound management practices for raw materials in North America lead to an environmentally sustainable economy.Mission:The Mission of the National Recycling Coalition is to partner with and facilitate activities between and among non-profit organizations (NGO’s), businesses, trade associations, individuals and government to maintain a prosperous and productive American recycling system that is committed to the conservation of natural resources.Guiding Principles: In conjunction with source reduction, reuse, and composting, the recycling of valuable materials is essential to a sustainable environmental, energy, and economic future. Recycling is a value-added activity to our communities, states, and country that creates green, well-paying jobs boosting a domestic economy committed to sustainability. Materials recovery (primary vs tertiary recycling) is the preferred management option for all residential, commercial, and industrial discards. Recycling is resource management, not waste management. Sustainable Materials Management is a critical strategic shift away from the past strategy of waste management toward a holistic resource management system that strives to use less materials overall, reduce toxins, recover more used materials, create new jobs, and foster economic development. SWEEP-the Solid Waste Environmental Excellence Protocol-is a voluntary performance standard for Municipalities and the Solid Waste Industry.SWEEP is designed to be a market transformation tool that will identify and reward leaders in Sustainable Materials Management. It will also define a pathway toward Zero Waste and provide consistent benchmarks and methodologies to evaluate the solid waste management-including construction & demolition waste and wastewater biosolids-efforts of municipalities & industry.Voluntary green performance standards have been shown to be very effective at creating clear definitions, pathways and progress toward ambitious goals. With SWEEP, we intend to have a similar impact on the solid waste industry that LEED had with buildings, which achieved 35% reductions in energy and water use among other benefits.We anticipate that municipalities and solid waste companies that are SWEEP Certified will have ~25% better performance (e.g. 25% less greenhouse gas emissions; 25% more efficient collection fleets and routing) than non-certified entities.SWEEP is housed under the non-profit Northeast Resource Recovery Association (NRRA), which was founded 35 years ago as the first organization in the US dedicated to promoting municipal resource recovery and the industry that supports it.

Bob Gedert, City of Austin, TexasBob Gedert is the Director of the City of Austin Solid Waste Services Department, leading the city's efforts toward Zero Waste. He manages a city department of 400 employees and is responsible for residential trash, recycling, yard trimmings collection, street sweeping, household hazardous waste collection, bulky item pickups, litter abatement, and storm debris cleanup. He has led various programs focused on recycling and zero waste since 1975.

Founded in 1974, the California Resource Recovery Association (CRRA) is a non-profit 501(C)3 organization dedicated to promoting waste reduction, reuse, recycling, pollution prevention, and composting. The CRRA works to expand markets for recycled materials, promotes sustainable materials policies and is a clearinghouse for information, innovation, and industry and governmental initiatives. CRRA newsletters, workshops and conferences provide up-to-the-minute information on issues that shape the recycling and composting fields. CRRA is the premier organization for linking like-minded individuals from every facet of the industry. Non-profits, waste haulers, recyclers, state, federal and local government, recycled product manufacturers and many others come together under the CRRA umbrella.

Fresno, California

Administered over all recycling residential and commercial recycling programs, supervised staff and drivers, wrote and implemented City of Fresno Zero Waste Plan, and co-coordinator of Fresno Green.Raised city diversion rate from 29% to 75% through implementation of commercial and residential recycling and composting operations.

Indianapolis, Indiana

Administered state recycling grants program and provided technical assistance to local communities.Evaluated and 1,100+ grant awards totaling more than $14 million through theIndiana Recycling Grants program, the Indiana Household Hazardous Waste Grantsprogram, and the Indiana Scrap Tire Recycling program. Managed two USEPA grants involving Pay-as-you-Throw assistance to Indianacommunities ($60,000) and a recycling measurement contract ($70,000). Provided technical assistance to more than 100 local communities and businesses onrecycling collection strategies and processing facility management. Guest speaker to hundreds of groups and forums on recycling issues.

Wapakoneta, Oh

 Developed, gained state approval, and implemented the 10-year county solid wastemanagement plan. Reported monthly to a seven member policy board. Provided walk-through waste audits to over 100 local businesses and industries. Assisted in the development of a local industry association for sharing resources onenvironmental and safety compliance issues. Researched, designed, constructed and operated a county recycling processingfacility. Co-designed BAT Subtitle D Landfill design and standards for St. Marys Landfill (OH) Implemented pay-as-you-throw waste pricing systems countywide to 7 communities. Reported quarterly to 14 townships, 7 city councils and a board of countycommissioners.

 Managed a county wide recycling drop-off program and operated the county recyclingprocessing facility. Acquired and managed state grants to purchase recycling equipment. Appointed by the county commissioners as solid waste technical advisor on 21-member four county solid waste management board. Received Solid Waste Management training and certification from OhioEPA
