Worked for quality, affordable health care through public education, direct services and policy advocacy. Developed service and education projects and played major role in debate over U.S. health care policy. Testified regularly at Congressional and other legislative hearings and brought consumer perspective to leading policy forums.

Practiced law with concentration on complex litigation throughout New England and New York. Served as outside general counsel to corporations, not-for-profit organizations and public authorities, such as the Maine State Housing Authority. Represented cities of Portland, Bangor and others in major litigation to increase and improve community mental health services; advised numerous municipalities and county governments on array of legal issues.

Practiced law with concentration in corporate litigation, employment law, and bankruptcy litigation. By arrangement with Warren Christopher, then chairman of the firm, continued an active practice in class action litigation and policy development on poverty, housing, healthcare and behavioral health issues.

Served the leader of advocacy organization committed to enforcing the rights of the homeless poor across the United States. Founded the organization and opened offices in New York, Washington and Albany. Brought a number of class action lawsuits which established the right to shelter in New York and resulted in reform of mental health, housing, protective care, preventative care and foster care systems. Assisted in the organization of advocacy groups throughout the United States; led a campaign to bring the plight of the homeless to public awareness, and obtained legislative assistance through advocacy, including frequent testimony before Congress and state legislatures.Also, founded and led the New York Coalition for the Homeless. In addition to legal and political advocacy, provided direct services including low cost housing, a seven night a week dinner project at train and bus terminals, and a sleep-away summer camp for homeless children.
