Taught Literacy classes to Ghanaians who wanted to learn to read and write English. Mentored individuals who were starting up their own small businesses teaching them the skills and training needed to be successful. Also provided pro-bono technical advice for a proposed student dormitory at a college in Tamale, Ghana. This assistance included designing an earth cooled air conditioning system for the project.

Purchased, upgraded and/or rehabbed, then successfully sold 13 foreclosed homes priced for the first-time home buyer market.

Responsible for Village Economic Development Programs including planning studies, business recruitment/retention, and Village sponsored in-fill redevelopment projects.KEYACCOMPLISHMENTS:• Managed municipal property portfolio acquisition and disposition efforts; using TIF funds purchased $10 mil worth of selected properties in key locations and sold to developers whose mixed use projects invested $170 mil. back into the community.• Managed municipal commercial property rehab grant program; $1.7 mil in grant funds were matched w/$4.3 mil in private owner reinvestment in 59 properties.• Performed parking demand/use analysis, utilizing the ULI Shared Parking model, for a public-private partnership mixed use project containing a parking garage, a 140-room hotel, 30,000sf of retail, and 70 condo units. The study verified that a smaller garage with integrated shared parking of the public and private uses could function within acceptable industry standards thereby reducing the garage size/cost for the project.OTHER ACCOMPLISHMETNS:• Negotiated 5 redevelopment agreements for mixed use projects entailing 500 residential units, 85,000sf commercial space, 3 parking garages, and a new car dealership. • Monitored developer adherence to agreement terms during project construction and reviewed/approved developer payout requests.• Directed tenant lease negotiations for municipal owned office buildings through outsourced commercial property manager. • RFP author/manager for consultants, planning studies and redevelopment projects.• Author of ROI project analysis spreadsheet for use by Village Board to review developer proposals for redevelopment.• Prepared annual department and TIF district budgets, monitored monthly expenses. • Chaired Development Review team (multi-disciplinary team) that reviewed all development/building proposals prior to formal permit/process submittal.• Integrated “green” practices/requirements, including LEED certification, into projects.

Through a six-month apprentice program, I obtained training to service and install HVAC equipment in residential and commercial settings. Also, obtained EPA Certification as a Technican TYPE UNIVERSAL; and, spent a year working as a HVAC serviceman before the owner moved his company from Illinois to Georgia.I have kept my training current, including learning how to use Manual J from ACCA, to design residential heating and cooling systems; and, since October 1997, I have ran my own HVAC service business as a side business out of my home.

General Contractor/Project Manager for a $10 million, 40-unit townhome project.KEY ACCOMPLISHEMENTS:• Took floundering partially finished housing project, guided it from near foreclosure due to being behind schedule and $2 mil in the red, to an on-time profitable conclusion by creating/administering a rigorous construction schedule, hiring quality sub-contractors; initiating/maintaining regular bi-weekly contractor payout procedures, eliminating unnecessary costs, and regaining the confidence of the sales staff.OTHER ACCOMPLISHMENT:• Facilitated improved relationships with inspectors resulting in timely issuance of plans, permits, and inspections, through city and buyer loan approval processes.

Staff Planner handling a caseload of current planning applications consisting of a mix of annexation agreements, subdivision plans and plats, rezoning and special use applications. KEY ACCOMPLISHMENTS:• Municipal negotiator for 10 annexation agreements totaling 1000+ acres that included wetlands mitigation, commercial and industrial users, and 3500 residential units.• Wrote development regulations for a multi-use development that included wetlands preservation, a golf course, and residential and commercial uses.• Managed the City’s portion of the Aurora University Master Plan Update to mitigate neighborhood concerns with the planned campus expansion.
