In 2014, Mr. Padron was named the UK’s Most Outstanding Leader in the Care Sector for his pioneering work on establishing Penrose Care (2012), the UK’s pioneer in ethical home care; starting the Living Wage movement in UK social care (2012) and successfully lobbying for the enforcement of the National Minimum Wage in home care (2014). He was made an OBE by Queen Elizabeth II (2022).Internationally recognised, Mr Padron has hosted 7 international research visits into Penrose Care (as of 2024) including from the governments of Japan and Thailand. In November 2024, he was received in Manila, Philippines by Philippines Tourism Secretary Christina Frasco to discuss medial tourism and social care in the Philippines.Under Mr. Padron’s leadership, Penrose Care was named “The Most Outstanding Innovative Homecare Provider in the World in 2019” and “The Most Outstanding Homecare Provider in the World in 2017.” In 2019 and 2022, Penrose Care was rated Outstanding by England’s health and social care regulator, the CQC, an attribute of only 3% of home care providers in London. Mr. Padron was one of the early consultants to the creation of the Mayor of London’s Good Work Standard, launched in 2019.During the Coronavirus pandemic, under Mr Padron’s leadership, Penrose Care had 0 confirmed cases of COVID-19 through to Freedom Day. Whilst safeguarding Penrose Care, Mr. Padron volunteered time to deliver PPE to a local hospital and hospice and significantly expanded his community revitalisation work in Belsize Village to save jobs at risk due to the pandemic.Mr. Padron is credited with revitalising Belsize Village in north London which had sustained an economic decline 2014-18: Mr. Padron reversed the decline as head of the Belsize Village Business Association using innovative marketing strategies to drive up footfalls with the long-term aspirations of spreading the Living Wage movement in Belsize Village. Mr. Padron subsequently sparked an “economic explosion” in Belsize Village by organising and managing the very popular Belsize Village Streatery, launched on July 4, 2020, a communal outdoor dining event that has saved over 100 jobs, brought the community together after the first Coronavirus lockdown and led to numerous other “Streateries” in London. The event coincided with the launch of “Clean Belsize Village” which eliminated or vastly reduced many of Belsize Village’s multi-decades old waste and litter blights. In February 2022, Camden Council made the Belsize Village Streatery permanent, the first scheme of its kind to be made permanent in British history.
