*ATCS team lead in Puerto Rico.*Team lead for Puerto Rico Department of Education (PRDE), FEMA Education Sector, containing approximately 35 architects and engineers.*Technical lead for Private Non-profit Education Sector division.*Initiated and co-developed a computer program that accelerated Damage Description and Dimensions (DDD), Scope of Work (SOW), and cost estimate time to completion. This Excel-based program completed all three simultaneously and contained integrated RS Means construction estimating software costing. I led uploading it to an iPad and integrated it into site inspections. With the software, site inspection to final, PW-ready documents could be completed in approximately four days. *Developed internal training program for PRDE approximately 70 Project Specialists.*Spearheaded the technical transfer of team structure, methods, and computer software from the PRDE division to the PNP division.*Spearheaded PRDE Activities Committee.*Directly supported PRDE and PNP TFLs on a variety of projects, processes, and issues.*Key team member of PRDE team that moved a Project Worksheet (PW) for 64 schools through to signature.*Worked directly with the Puerto Rico Secretary of Education's liaison on a variety of projects including obtaining signatures for the 64 school PW. *Worked directly with COR3 (Recipient) to discuss and negotiate details of multiple PWs for obtaining signature from the State of Puerto Rico.*Co-led a weekend project to meet an aggressive deadline for Grants Manager entry at the Joint Recovery Office (JRO) with approximately 200 FEMA and TAC employees to upload and enter 64 school campuses into Grants Manager. *Wrote the FLUOR all-sector monthly report.*Led internal QC for PNP group.

I performed several hundred housing inspections during this time.Provided onsite residential damage inspection services to FEMA applicants using Automated Construction Estimating (ACE) field software sometimes under very austere conditions. SELECTED ACCOMPLISHMENTS:Category 4 Hurricane (DR-4337 Florida), 09/07/2017 - 01/03/2018; Tampa, Florida, up to 80 hours per week. Managed approximately 80 applicants at a time and processed them on or ahead of time while maintaining a 100% QC inspection rate. (Peter Wessel, Head field supervisor for DR-4337 Florida, indicated this had not been achieved among all Vanguard Florida inspectors (over 3,000) during the hurricane response.) Evaluated structural and personal property damages and safe habitation. This study discovered nine cell lines with previously unknown sensitivity. Coordinated and participated in molecular standards development for B. microti, E. faecalis [Environmental Protection Agency (EPA) water quality testing], Mycoplasma species, and influenza A. PRODUCT DEVELOPMENT: Produced products (e.g. Synthetic RNA standards), developed assays [e.g. droplet digital PCR (ddPCR) assays], ran QC tests, optimized assays (e.g. qPCR), conducted studies on a variety of select and non-select agents, bacteria, viruses, toxins, fungi, mammalian cells, small-molecule inhibitors, and genetic material for both commercial and government contracts.
