Resident Engineer阿特金斯 Nov 2022 - Nov 2024香港特別行政區With a view to expediting the transformation of Kowloon East into another core business district (CBD2) of Hong Kong, the Government has been exploring opportunities to optimise land utilisation through relocating and rationalising the existing government facilities in Kowloon East. The two action areas in Kwun Tong and Kowloon Bay Business Areas would provide about 560 000 square metres of commercial floor area in Kowloon East and a comprehensive study was carried out subsequently to examine appropriate land uses of KTAA and their technical feasibility. KTAA is proposed for commercial, government, institution or community, open space and public transport uses. The commercial component including office, retail and food and beverages facilities accounts for about 80 000 square metres in terms of gross floor area. The proposed new roads and road improvement works would improve the junction capacity and rationalise traffic flows to cater for the increased traffic arising from KTAA. The proposed footbridge would enhance connectivity and walkability from MTR Kwun Tong Station via Hoi Yuen Road to KTAA and the waterfront. Reconfiguration of the PTI would enable a more efficient layout of the bus/green minibus bays and passenger waiting areas, and provides works area for construction of Road L1. Reconfiguration of the KTVFP and DGV queuing area would allow optimisation in the space required for DGV queuing and therefore results in better land utilisation along the Kwun Tong waterfront, with part of the site to be released for reprovisioning of the affected public open space. The above reconfiguration works would be carried out by phases and the existing services would be maintained in operation during construction. The existing Kwun Tong Ferry Pier Square cum Pet Garden would be reorganised within KTAA, allowing better land utilisation through land use restructuring. -

Scope and nature of the proposed works include the following:Reclamation works for about 130 hectares (ha) of land including construction of associated seawall and eco-shoreline for the development of TCNTE at Tung Chung East and a primary distributor road (Road P1);Site formation works for about 7 ha of land for the development of TCNTE at Tung Chung West;Engineering infrastructure works including roads, footbridges, drainage, sewerage, waterworks, sewage and salt water pumping stations, fresh water and salt water service reservoirs, and flood protection measures;Provision of new cycle tracks connection to the existing cycle track network;Revitalization of the channelized portion of Tung Chung Stream and provision of a river park;Open space development, landscaping, reprovisioning and ancillary works; andEnvironmental mitigation measures including noise barriers for the works mentioned in (i) to (vi) above. -

Land formed under the project will be developed as a waterfront promenade joining that at the new Central waterfront for public enjoyment.Major elements of the WDII project include:Formation of land along the existing coastline at Wan Chai North and North Point for the construction of the CWB;Reprovisioning of affected existing facilities including cross harbour water mains, submarine sewage outfall pipelines, ferry piers, cooling water pumping systems and a salt water pumping station;Extending Road P2 at Central Reclamation Phase III to Wan Chai North and re-aligning the existing Hung Hing Road;Modification of existing roads for connection with the slip roads of the CWB tunnel; andConstruction of new pedestrian linkages to the new waterfront.Interfacing Matters:The WDII project has significant interfaces with Highways Department's Central-Wan Chai Bypass project. To facilitate implementation of the two projects, it has been agreed with Highways Department that works at one location will be carried out by a single contractor. Following this principle, part of the WDII works to the east of the ex-Wan Chai Public Cargo Working Area is entrusted to Highways Department, while the section of the Central-Wan Chai Bypass tunnel structure within WDII works area to the west of the foregoing boundary is entrusted to CEDD for construction under WDII.The construction of the permanent government helipad to the north-east corner of HKCEC for replacing the temporary helipad at the ex-Public Cargo Working Area will also be carried out under one of the WDII contracts. -
