Boris MICHEL is currently the Head of Regional Delegation of the International Committee of the Red Cross (ICRC) for the Russian Federation and the Republic of Belarus, since June 2023.He joined the ICRC in 1993 and has 30 years of experience at field and headquarters levels in strategic and high-level humanitarian engagement, negotiations with States and Non-State Actors, effective leadership and impactful response in conflict situations. He is dedicated to, and focused on, policy and behavioral changes, as well as emergency and sustainable humanitarian service to the vulnerable persons who increasingly remain left behind in today’s world, because of conflicts and other disasters.His last assignment was as ICRC Head of Delegation in the Philippines (2019-2023). Previously, he was the ICRC Regional Director for Asia and the Pacific (2015-2019), covering South Asia, South-East Asia, East Asia and the Pacific.He also served as Head of Delegation in the Syrian Arab Republic (2014), France (2012-2013), Central Asia (2005-2007), Indonesia (2003-2005), Guinea Conakry (2001-2003), and undertook earlier postings to DRC (1997-1998), Sudan (1996-1997), Somalia (1994-1996) and Bosnia (1993-1994).He has also held several senior positions including Regional Director for North and West Africa (2010-2012), Regional Director for West and Central Africa (2007-2010) and Head of Operations for West Africa (1998-2001).Boris MICHEL is a Swiss national, born in Lausanne. He holds a Bachelor of Laws from Lausanne University and was admitted to the Geneva Bar Association in 1993.
