Under the direction of the Occupational Safety and Health Manager, exercises authority and responsibility for all natural and national disaster program activities with other designated/appropriate federal and state agencies and interested affected local entities. Provides authoritative advice and recommendations on a wide array of natural, regional, and local program issues including policy applicability, project eligibility, and program execution for operational readiness response activities in accordance with public laws, regulations, disaster assistance authorities and other federal agencies. Serves as the technical authority within the facility and principal advisor to the Senior Management Team on all aspects of readiness program activities.

Assisting public junior colleges in the development of their emergency management programs. Developed in partnership an auditing tool for the junior colleges to assess their emergency management safety and security programs, teach Incident Command Systems courses for institutions of higher education, and also coordinate with other state agencies on the emergency management program.

Assigned to the FEMA Region V Incident Management Assistance Team as the Supervisory Program Specialist (Resource Unit Leader). Duties included responding to any incident requiring a FEMA presence. The team responded within twelve hours of being recalled and established an Initial Operating Facility upon arrival and remained on site until a Joint Field Office was operational. My duties as Resource Unit Leader included but not limited to tracking of all personnel and equipment assigned to a federal response, preparing the Incident Action Plans, demobilization plans and other plans and documents as necessary for the incident, and provided technical assistance to local and state emergency management a s necessary. During my time with the IMAT I have deployed for multiple events and disasters including: Spring 2008 Flooding in Illinois, 2008 Republican National Convention National Special Security Event (NSSE), Hurricanes Gustav, Hanna and Ike, Whistle Stop Tour and the Presidential Inaugural NSSEs, Spring 2009 Red River flooding along the North Dakota and Minnesota boarder, Guam for Typhoon Melor. During all of these events I was the Resource Unit Leader with responsibility for tracking all federal resources and preparing the Incident Action Plan and other plans as necessary.

Supervises the Technological Hazards Section. This section is responsible for monitoring of transuranic waste shipments, which transit Texas. Analyzed, developed, coordinated policy, procedures and standard operating procedures, prepared state planning documents in reference to technological hazards, and the reviewing of local jurisdictions planning documents for compliance with state standards. Provided support to local jurisdictions that need advice and information on various issues involving hazardous materials or emergency planning in general. Extraordinary duties include working in the State Emergency Operations Center during state level emergencies, where Provided state officials with timely and accurate information, and acted in response to this information when required.

Manages the Hazardous Materials Training Program. Administers grants to Local Emergency Planning Committees to support their hazardous materials preparedness planning. Manages a hazardous materials training program that provided free hazmat training to local jurisdictions that could not afford this type of training. Provided assistance to local jurisdictions and fire departments desiring to establish hazardous materials teams. Common duties included grant writing, grant management, monitoring of local planning programs, and supervising a staff of instructors and administrative personnel.
