This is undertaken through the review of information submitted in support of planning applications, which generally comprises Phase 1's, Phase 2's, remediation statements, validation reports, DQRAs and Environmental Statements.The information review is to provide checks to confirm the sites appropriate assessment when compared to the proposed end use. This is done by ensuring the documented works are suitable, that all contaminant linkages have been identified and assessed and ultimately where remedial measures are proposed and required, to encourage sustainable practices. By applying the knowledge and experience I have gained undertaking contaminated land assessments in my previous private sector roles, I am able to provide a pragmatic viewpoint and appropriate feedback and comments to a wide range of stakeholders.Related to the work undertaken for planning applications, I also assist with the undertaking of enforcement action, to ensure that land affected by contamination is being developed appropriately and that sites are suitable for use. This involves carrying out inspections of sites, discussing breaches of conditions with the applicant and planning officer and where appropriate preparing enforcement notices such as PCNs.In addition to the above I assist Leeds City Council in fulfilling its statutory responsibilities relating to contaminated land as required by Part2A of the Environmental Protection Act 1990. The work includes the review of environmental and planning information, the production of Phase 1 Desk Studies, liaison with the public relating to proposed Part 2A sampling regimes and the completion of Phase 2 site investigations and associated reporting. I have built on my knowledge gained whilst at Grontmij and I am experienced in a variety of site investigation techniques such as window sampling, dynamic probing, cable percussion drilling, trial pitting, trail trenching, open holing, ground gas and groundwater monitoring and soil logging.As well as undertaking what could be classified as ‘typical’ contaminated land work I also applied my experience to the completion of a significant number of Land Quality, Waste Resource Management and Water Quality assessments for EIA's and Soils and Land Use assessments into international ESIAs.Additional duties whilst working at URS included Environmental Auditing, the preparation of CEMPS OEMPS and SWMPs and liaison with regulators including LPAs and the Environment Agency.
