This included managing the vendor SLAs and cost levels including keeping the $25M contract to within 5% of change order costs. I also oversaw a state site implementation team that upgraded hundreds of MDF and IDF telecom closets including writing an RFQ and awarding contracts to two wiring contractors that provided us fixed a la carte menu pricing for well known field work as well as economical variable project bids. Overall I was charged with managing approximately $10M in capital funding as well as working with finance to develop an appropriate operating expense budget for the affected agencies.As part of this project I had to work with 4 different state agencies ensuring the new technology was fully ADA accessible including for the blind, deaf and hard of hearing and disabled. I ran the voice and data design and acceptance for the project including managing deployment into all types of state buildings including hospitals, prisons, mental health facilities, cemeteries, and field offices. The voice design included a new dial plan as well as handset selection for each employee. The new MPLS data network was built in parallel to the legacy dedicated circuit and frame replay network and cut-over one site at a time. -

This included chairing Sunday and Monday incident bridges leading the entire technical team on a step by step process to identify and clear issues. I also recruited a number of subject matter experts in security, Oracle, Windows performance and SCOM monitoring to fix the environments.● Responsible for status and project updates to Commonwealth executive management providing the Governor’s Office with timely information for press releases● Transformed the IT department of over 100 FTEs by initiating proper incident and project management practices and operational frameworks to properly support the UI Online unemployment claims system● Participated as one of 5 people on a procurement team to identify a vendor company to take over maintenance and delivery of UI Online for fixes and new releases. ● I personally recruited and placed a new Secretariat Chief Information Officer who could step in and continue the turnaround of department.If you are wondering about overlapping dates - it's because what needed to get done got done... This work included initial stand-up and support of the DOR Internet firewall and presence. I assisted the department with transitioning operational support to full time staff and providing guidance and support as needed. I worked with department technical staff to develop a strategic long term network topology to flexibly and securely provide DOR and its partners a framework to operate in. This included deploying security access points to the Internet, other state agencies and external partners. We also deployed first generation email and web browsing controls, piloted a PKI (we decided against it due to cost), implemented survivability into our designs and endured a comprehensive penetration test which I wrote the request for quote, conducted the vendor evaluations and developed responses to findings. I also performed similar efforts to identify and deploy the state's first XML gateway product.Additionally - I wrote numerous policies and procedures (minimum security baselines) which the department used to secure their infrastructure. For many of these years I fully managed the department audits from the IRS based on publication 1075. This included negotiating findings with the IRS, developing mitigating solutions and crafting department audit responses. Lastly I assisted with on-boarding and training up my replacement information security officer for the IT department.

My first position was in the Tops-10 and Tops-20 support group - here I learned so much working with some of the brightest people in the business. I couldn't believe how much I didn't know! I developed a test suite to run against a Fortran compiler for the Tops environment. and I provided remote telephone support for Digital Field Service personnel from around the world. Later I moved over to VAXworks where I continued providing telephone and email support for the VAX/VMS operating system. While in VAXworks - I also taught the first half of the two week VAX/VMS Internals and Data Structures course at the Digital training center outside Boston and also developed a custom device driver for Teradyne. I managed the hotline and assigned support requests to other specialists and ensured that open service requests were closed satisfactorily in a timely fashion. I also wrote a justification to purchase a new VAXcluster for the support team which included data center power and networking upgrades. From this position I moved into the field providing direct support for Digital customers.
