    This countrywide, innovative social investment program creates access to infrastructure -- mainly household connections to potable water & electricity -- with resulting economic and social benefits for household; The innovative program strategy is to invest in local operators to create a market incentive for them to provide services where none now exist. The program is funded by the Australian Government and implemented by Palladium. I am a member of the Oversight Committee, and have served as our first Chairperson; I developed our reporting mechanism. Our remit is "to approve partnerships, investments and other activities”; we review business-funding proposals to ensure that planned investments provide “additionality”, that the business ventures are sustainable, and that appropriate financing procedures have been adhered to. We conduct site visits with local Cambodian entrepreneurs who we contract, coordinate with the project team to improve processes and results, and liaise with the Australian Government Aid agency in Phnom Penh around financing and achieving intended impact.
