This position required oversight in all aspects of software project development including requirements development and analysis, writing management plans, creating and documenting processes, and implementing configuration management of all documentation, code, and designs using the IBM Rational Product Suite v. 7.0. Achieved CMMI Level 3 certification for Requirements Management and Configuration Management process areas. Supervised and coordinated all Lean Six Sigma Events for Code 51000. SIAP; 2004 – 2005; Software Integration Technical Team LeadLead the Integration team for SIAP (Single Integrated Air Picture), a joint DOD project headquartered in Crystal City. Responsibilities included incorporating the individual work of the twenty-plus SIAP developers into a single, releasable iteration. Scheduled iteration releases in both alpha and beta stages every month and a half. Prioritized functionality for those releases, and coordinated releases to four alpha sites and ten beta sites. Assisted beta sites with installation and testing issues. Introduced an automated test suite to greatly reduce turnaround time and reliability for releases.SIAP; 2003-2004; System Analyst, Track Management Team LeadLead the Track Management behavioral model team for SIAP (Single Integrated Air Picture), a joint DOD project. Responsibilities included tasking a team of engineers and software modelers, coordinating communication with other domain teams, producing documentation of cumulative work, and producing an executable behavior model on a rigorous schedule. Also represented SPAWAR-CHS CMD and successfully integrated additional engineers with the project.

Assisted with the creation of the NCEE (Naval Collaborative Engineering Environment) workspaces, assessing user requirements and implementing Microsoft SharePoint web service. The workspace has become the central hub of the Chief Engineer's office. Participated in the design and development of NTIRA, a naval budgeting software tool, for CFFC. Assisted with testing, documentation, and design and functionality decisions. Mr. Leon received a letter of commendation from the Chief Engineer for his effort on this project. Created an Object Oriented Architecture framework for ASN (RDA) CHENG Director of Naval Architectures. Developed a prototype executable architecture using UML (Unified Modeling Language) and the Java programming language. Became a reference for UML syntax and diagramming techniques across SPAWAR CHS CMD. Designed, created, and maintained a web survey to gather interoperability data concerning TCT (Time Critical Targeting) systems and architectures for ASN (RDA) CHENG.

Designed new Warehouse Management systems and assisted with documentation and testing. Learned UML modeling techniques and Java syntax. Created online help and hardcopy documentation for CONROL II, an order management software solution. Assisted with testing of new additions to the program.

Designed donation management software. Created Visual Basic prototypes of new functional modules. Provided information for programming and documentation teams.
