Providing leadership to operational and administrative staff. Performing in an system engineering analyst and engineering management for an Intelligence Community (IC) client by facilitating and participating in feature and capabilities planning, product and sprint backlog grooming, sprint planning and sprint reviews for a reengineering and redeployment effort based on Agile project management approach.

Performed as System Engineering and Technical Assistance (SETA) - lead test engineer supporting forward deployed US Air Force Forward Process Exploitation and Dissemination (PED) and Intelligence Surveillance and Reconnaissance (ISR) technical integration efforts. Provided leadership required to ensure that the system of systems was successfully integrated from a software and hardware perspective as well as made sure that the documentation was created to support the effort. (New Start) Performed as a Test and Evaluation (T&E) and Independent Verification and Validation (IV&V) Subject Matter Expert (SME), for Government stakeholders by providing technical and project leadership, delivering results based on industry best practices and standards as identified by IEEE 12207-System and Software Life-cycle processes, 1012-V&V and 829-System and Software Test Documentation. Delivered and presented out briefings to Office of Technology Solutions’ senior technical management, which outlined actionable recommendations by identifying improvements to technical processes and project controls.

(New Start) Served as Research and Development (R&D) portfolio technical expert in identifying, researching and analyzing persistent surveillance enabling technology programs, projects, and exercises with respect to identified ISR-TPED of GEOINT data issues. Evaluated and vetted R&D technologies from design, development, integration and operational usage perspective to advise Senior staff on architecture implications associated with individual technologies.(New Start) Lead a team of four, which provided technical expertise necessary to identify, decompose and link R&D initiatives to needed operational capabilities within the enterprise. Providing technical support to R&D Program Managers in developing transition-planning artifacts for GEOINT to include: Business case development for new technology investments, Workflow fit and implementation assessments, Technology maturity and program readiness (TRL) assessments, Critical Path development, and Transition Plans that include all data necessary for the receiving organizations to evaluate, integrate, operate, and sustain the transitioning technology. Resultant analysis supported the development of GEOINT Automation R&D investment road map used to identify common, redundant and vacant capabilities, functionality and requirements.

(New Start) Principal Staff Engineer, provided programmatic expertise by developing a series of well-received and effective questionnaires used by 8 Cost Account Managers across 12 work breakdown structures. Providing consistent, accurate and timely technical and programmatic responses to Engineering Change Proposals (ECP), Rough Order of Magnitude (ROM) estimations, and Request for Changes (RFC). These questionnaires were key components in a ECP/ROM process improvement Lockheed Martin LM21/Kaizen (6 Sigma) event improving the way ECPs and ROMs were conducted.As the Test Architect and Lab Manager, successfully developed, implemented and maintained laboratory architectures and testing environments for Acquisition System Integrator GEOINT Integrated Test Laboratory (ITL). Provided ITL Senior Engineering management and technical support for multiple product delivery cycles from the ITL into the operational baseline.

(Startup) Created and executed corporate vision for T&S’s Quality Engineering organization by providing engineering and technical expertise for T&S’ Public Switched Telephone Network (PSTN) and Computer Telephony Interface (CTI) platform products and services. Successfully tooled the QE organization with a primary mission to ensure all products, services and integrated system of systems (hardware/software) solutions were of quality. Generated quality related artifacts using IEEE 730.1-89 Software Quality Assurance, ISO 9000-3 Quality Management Quality Assurance , and TL9000 Quality Management Systems as guidelines and Systematic Test Reduction and Robust Testing Methods as testing methodologies developing consistent, repeatable and enforceable plans, specifications, scenarios and procedures.

Built a responsive team comprised of scientists, engineers, and technicians that executed performance research and analysis of competitor solutions, traditional Compaq/Tandem AIN-ES hardware and software products. Presented performance testing results and analysis to Business Decision Makers, Product Managers and Senior product developers allowing them to develop product delivery roadmaps.

(New Start) Built and lead the Global System for Mobile communication (GSM) system test engineering team, providing technical matter expertise on a unique program that successfully developed telecommunication infrastructure using Satellites Spot beams instead of traditional GSM cell towers. Successfully developed and executed test success criteria, concepts, specifications, designs, plans, scenarios and cases for multiple hardware and software product delivery cycles. Work gained 100% of revenue milestones for system test engineering worth an estimated $2.5 million dollars.

1985 – 2002: System of systems (Hardware, software and documentation) engineering experiences in the Telephony and Telecommunication industries successfully performing in all phases of the product development life cycle with increasing responsibilities ranging from conception to obsolescence, design to implementation for small, large - new starts and new venture startup companies.1987-90, 1992-96, 1997-99: *Compaq/Tandem Telecommunication Network Systems: performed multidisciplinary Engineering roles with increasing responsibilities. Achieved in an engineering capacity providing hardware and software bench circuit verification testing, system of systems beta field/site engineering, direct on-site customer system support, system of systems testing, independent system of system interoperability testing, and performance engineering for Advanced Intelligent Networks (AIN) Enhanced Network architecture. 1985 - 1986: Dalsat (Startup): Performed as an electrical engineer designing, developing, verifying and implementing power distribution systems for mobile communications and earth stations over satellite, line of site and landline networks. Serving as the lead electrical engineer and mechanical fabrications technician on the R&D team delivering a prototype satellite news gather vehicle (SNV) to the 1986 National Association of Broadcasters (NAB) national show in Dallas Texas. *Tandem computers, acquired by Compaq Computers.
