Program Analyst
Current•Program Analyst in the Chief Financial Organization with the responsibility for analyzing programmatic BUDGETARY/RESOURCES PLANNING AND EXECUTION and providing evaluations of the effectiveness of program and/or area of responsibility in support of programs and projects•Uses QUALITATIVE AND QUANTITATIVE TECHNIQUES to identify, evaluate, and recommend managerial actions for resolving complex interrelated problems and issues•COLABORATES with program engineers, project control staff, supervisors, and reimbursable customers to develop, modify, and maintain cost systems •Coordinates all phases of BUDGET DEVELOPMENT, monitors budget expenditures, special studies, and routine reports to technical customers and upper management on state of budget expenditures•Performs in-depth, RIGOROUS ANALYSES of budget requests•Maintains financial databases and resources to support program operating plans, scheduling and PERT/CPM models, trade-off studies, LIFE CYCLE ANALYSES, and resource plans •MONITORS the use and rate of EXPENDITURE OF BUDGETED FUNDS in assigned areas through continuing dialogue with program officials •Reconciles obligating documents with departmental accounting system records, ensuring EXPENSES ARE ACCURATELY REFLECTED•PREPARES BUDGET ESTIMATES for major substantive or administrative operating programs, such as those encompassing a region, Center, or major field installation•CONSOLIDATES estimates into an INTEGRATED BUDGET FORECAST•Analyzes and IDENTIFIES RELATIONSHIPS between projected major program changes and the projected budget by forecasting SHORTFALLS AND ACTIONS necessary to accommodate the changes•Monitors, tracks, and reports on PROGRAM OBLIGATIONS, assuring program funding data are entered into agency financial systems correctly•Conducts ANNUAL YEAR-END CLOSING ACTIVITIES and reconciles with accounting records•COMPILES narrative and statistical material and related background information for use in briefing agency EXECUTIVE OFFICIALS
