Ensuring that academic, industry, and government partners can take full advantage of IBM's best-in-class education and workforce development resources such as the IBM Quantum Learning platform, Qiskit as a tool for open science, flagship learning events (e.g., Qiskit Global Summer School), and the Qiskit Advocates program. Working with prospective partners to demonstrate the education and workforce development benefits of becoming an IBM Quantum Innovation Center. Consulting with partners on the design of new curriculum and degree programs, collaborating on piloting new workforce development programs, supporting education and workforce development grant proposals, and cultivating the development of student communities.In 2023 the journal Nature published a landmark paper from researchers at IBM Quantum and UC Berkeley titled "Evidence for the utility of quantum computing before fault tolerance." For the first time in history, quantum computers are demonstrating the ability to solve problems at a scale beyond brute force classical simulation. However, fully making use of quantum utility requires a skilled quantum workforce. The IBM Institute for Business Value (IBV) found that inadequate skills is the top barrier to enterprises adopting quantum computing. McKinsey found that there is only one qualified quantum candidate available for every three quantum job openings. By 2025, McKinsey predicts that more than half of the quantum computing jobs in the United States could go unfilled. A successful education and workforce development strategy, built on a foundation of utility-scale quantum research to accelerate scientific discovery, can unlock economic development opportunities in the form of new job creation and career pathways for tomorrow's research scientists, computational scientists, and software developers.

Provided industry-leading work, research, and educational opportunities for students building their careers in the field of quantum computing. Established IBM Quantum internship programs which directly trained over 400 students at all levels of higher education, many of whom went on to work at IBM Quantum or elsewhere in the field of quantum after graduation. Collaborated with academic partners to develop programs that prepared early professionals with the networks and career paths needed to launch their careers in the field of quantum computing.Partnered with Princeton, Qubit by Qubit, UCLA, and the IBM-HBCU Quantum Center to build workforce development programs that served almost 50% women and 40% underrepresented minorities as participants. Invested in early-career quantum talent to ensure that we build an equitable, diverse, and inclusive quantum workforce. Between 2016 and 2020, Black or African American students were awarded only 1% of physics PhDs. Hispanic or Latino students were awarded only 3% of physics PhDs. American Indian or Alaska Native, and Native Hawaiian or Other Pacific Islander, were awarded below 0.1% of physics PhDs each (source: IPEDS, US Census, and APS).Hosted Early Quantum Career Immersion (EQCI) interns through a partnership with Qubit by Qubit. EQCI is a training and internship program for undergraduates from underrepresented backgrounds in STEM to gain in-depth quantum information science and engineering training and industry experience. Hosted Quantum Undergraduate Research at IBM and Princeton (QURIP) interns through a partnership with Princeton. QURIP was a unique summer undergraduate research program that combined academic research in quantum science and engineering at Princeton with industry experience at IBM Quantum.
