Championed a 54-person business process reengineering event and developed the enterprise Civil Engineer fiscal execution strategy to deliver installation and mission support capabilities Air Force wide. Directed enterprise risk analysis and built installation and mission support strategic guidance to ensure timely delivery and execution of $4.3 billion annually across 77 Air Force installations. Shaped new organizational structure to maximize efficiency and effectiveness and promote collaboration by instilling a culture founded on integrated and collaborative operations.

Directed the development, design and execution of a $300M facility construction program. Managed all real property, planning, design, construction, maintenance, housing, fire protection, explosive ordnance disposal, readiness and emergency management, water and wastewater treatment plants, and environmental programs supporting 15K personnel and 50 fighter aircraft.
