The national-security aspect of my practice focuses on national-security law, contracting, intelligence oversight, ethics, regulatory compliance, compliance with the Law of War, and compliance with domestic law. I regularly work with other federal agencies to provide legal counsel that enables activities associated with the National Security Strategy.The administrative-law aspect of my practice focuses on Ethics, Legislative Affairs, Freedom of Information Act, Privacy Act, Investigations, civilian-personnel law, and fiscal law. I work closely with cross-functional teams conducting internal investigations and responding to whistleblower complaints. I am the deputy ethics counsel for an organization with over 3000 employees, that oversees 70,000 people, and has an annual budget exceeding $13 billion. In this role, I am the primary ethics counselor to over 30 senior executives that have financial-disclosure obligations under federal law and regulations. I conduct annual ethics training, I counsel senior executives on ethical matters, and I certify the legal sufficiency of financial-disclosure reports. Legal counsel to the Commander of United Nations Command and his or her staff. United Nations Command is recognized as the lead entity for enforcement of the Korean Armistice Agreement enforcement and it acts as a persistent enabler for security and stability on the Korean Peninsula. Representing the international community's dedication to peace and stability on the peninsula, United Nations command reflects a long-standing commitment to conflict prevention during Armistice and provides the backbone for Sending State contributions in response to crisis or conflict.As legal counsel, I advised senior leadership on the receipt of allegations, investigation, and international reports of Armistice Agreement violations. I advised the Commander and staff on authorities, international agreements, and international laws pertaining to humanitarian law. As lead U.S. attorney for operational planning, I coordinated regularly with attorneys advising the Chairman of the U.S. Joint Chiefs of Staff.

Seoul, South Korea

As deputy legal counsel, I supervised a team of U.S. attorneys and South Korean attorneys in support of Commander, Combined Forces Command. Established in 1978, Combined Forces Command is a binational war-fighting command dedicated implementing the the U.S.-South Korean alliance with the primary task to deter, or defeat if necessary, outside aggression against South Korea. My client, the Commander of Combined Forces Command, exercised operational control over more than 600,000 active-duty military personnel of all services, of both countries. I managed the team providing legal support to exercises, targeting, binational-cross-functional team analysis and planning.

In this capacity, I served as a supervisory attorney tasked with advising the Senior U.S. Military officer in South Korea of national-security law matters affecting U.S. forces in Korea. Working closely with cross-functional teams, I provided legal analysis supporting military planning, compliance with the law of war, military responses to North Korean aggression, cyber-law, information law, intelligence law, freedom of navigation and oversight, and international agreements affecting U.S.—South Korean relationships and relationships with other international partners.

As Principal Deputy Legal Counsel, I served as a supervisory counsel under the Director of the Administrative Law Division in the Office of the Navy Judge Advocate General. In this capacity I managed a staff of 19 attorneys and civilian support staff on a wide variety of issues affected the Navy and the Judge Advocate General's Corps. I provided ethics and personnel-law advice to the Navy Chief of Chaplains and to the Chief Information Officer. The Administrative Law Division comprises the senior administrative-law attorneys in the Department of the Navy. Nearly ll significant organizational issues are reviewed by the Administrative Law Division, which advises the senior uniformed attorney in the Navy on all administrative matters such as personnel law, investigations, ethics, government-information law, and legislative proposals. Briefed senior leaders on authorities and international humanitarian law.As legal counsel and ethics counselor to a carrier strike group of nearly 7000 service members, I advised senior leadership on regulatory compliance, criminal justice, administrative matters, government information law, tax law, law of the sea obligations, and intelligence law. This work included reviewing for legal sufficiency numerous investigations, including aircraft damage; workplace bullying and harassment; felony criminal misconduct; loss or compromise of classified information; environmental contamination, property damage, and fraud, waste, and abuse. Chief of national security law responsible for advising senior leadership on legal and regulatory compliance related to maritime and air operations over half of the Earth's surface—an area in excess of 100 million square miles. Advised on U.S. policy regarding the United Nations Convention on the Law of the Sea, and military support to freedom-of-navigation operations that maintain the United States' persistent-objector status.Worked with cross-functional teams to assess organizational challenges and propose legally unobjectionable solutions and recommendations. Ensured compliance with international law, domestic law, regulations, and policy. Reviewed for legal sufficiency major strategic and operational plans that were drafted to implement United States' National Security Strategy. Reviewed and authored legal-sufficiency reviews on major investigations—including a fatal aircraft incident at sea, a high-visibility grounding on a designed world-heritage site, a training incident in which a missile impacted a U.S. warship. Lectured on counter-piracy, law of the sea, asymmetric threats, and maritime-security matters: United States, Cambodia, Australia, Maldives, and Thailand.Represented the U.S. Government in Honolulu, Nanjing, and Qingdao during maritime-security and Law-of-the Sea negotiations with the People's Republic of China, which was conducted annually through the Military Maritime Consultative Agreement. Senior legal advisor to U.S. representatives negotiating the Code for Unplanned Encounters at Sea (CUES), is an agreement reached at the 2014 Western Pacific Naval Symposium to reduce the chance of an untoward or violent incident at sea between the countries in the agreement.

As deputy legal counsel I supervised a team of judge advocates from various military services to provide legal support to a senior U.S. Navy admiral tasked with conducting operational planning exercises, integration of foreign forces, real-world disaster relief operations, and response to crisis and hostilities throughout an area of responsibility representing over half the world.

As legal counsel to a senior Department of Defense executive, I advised my client and staff on legal, regulatory, and policy compliance related to sensitive undersea operations. Ensured compliance with national policy regarding the United Nations Convention on the Law of the Sea. As the organization's ethics counselor, I trained the staff and advised senior leadership on compliance and reporting. I personally responded to attempts by criminal organizations to bribe or corrupt U.S. officialsInvestigations: Conducted legal-sufficiency reviews on significant matters, including an allision, loss or compromise of classified information, and a major at-sea collision resulting in $125 million in damage to a U.S. submarine.Collateral duties: Operational watch supervisor for anti-submarine warfare efforts in the Southeast Asia area of operations.

Gulfport, Mississippi

Supervising an office of three attorneys and civilian support staff. My primary responsibility was to defend military service members before criminal courts-martial and to represent military service members before administrative boards. I also provided military retirees, service members, and military families with broad-spectrum legal assistance advice and services; such as: landlord-tenant disputes, family law, tax law, post-government-ethics advice, notarial acts, wills, powers of attorney, and trust formation. Most of this period was in the aftermath of Hurricane Katrina, which brought widespread destruction to the Mississippi and Louisiana gulf coasts. Many of my clients suffered catastrophic losses and homelessness, which triggered an acute need for legal assistance.

Kabul, Afghanistan

Located in Kabul, Afghanistan, I deployed in support of the U.S. Army and acted as a legal mentor to the legal counsel to the Afghan Minister of Interior and to the senior legal advisors to the Afghan National Police. Relying upon pre-Soviet-invasion Afghan statutes, I drafted a revised Inherent Law, which governed the administrative processes, rights, and obligations pertaining to Afghan National Police personnel matters. I also planned the construction and equipping of regional legal offices to the national police. Department of Defense representative and member of the Department of State's Rule of Law committee.
