U.S. Navy lead for Foreign Military sales of U.S. Navy, U.S. Marine Corps, and U.S. Coast Guard Defense Articles to Bahrain, Kuwait, Qatar, UAE, Yemen. Manage an FMS portfolio of over 100 cases with a total case value of over $12 billion.Led multiple interagency teams to coordinate, develop, acquire customer approval and signature, and implement a $5.2 billion dollar FMS case for the sale of twenty-eight (28) F/A-18 Super Hornets to Kuwait, a $670 million dollar case for the sale of twelve (12) AH-1Z Viper Attack Helicopters to Bahrain, a $270 million dollar case for the sale of 300 AIM-9X Block II Sidewinder Air-to-Air Missiles to the UAE, and several aviation weapons cases with a total case value of over $750 million to Qatar. Managed the entire process from receipt of the Letter of Request (LOR) through delivery of the Letter of Offer and Acceptance (LOA), to customer decision and signature, to case execution. Expertly managed and facilitated the relationships with the Governments of Kuwait, Bahrain, Qatar, and the UAE, other agencies of the U.S. Government to include the Defense Security Cooperation Agency (DSCA), the Department of Defense, and the Department of StateDirected the coordination and development of U.S. Department of Navy (DoN) technology security policy and positions to include foreign disclosure reviews and Technology Transfer and Security Assistance Review Board decisions (and seeking additional authority where necessary), which directly supported campaigns and initiatives to sell MH-60 Seahawk helicopters, F/A-18 Super Hornets, P-8 patrol aircraft, Multi-Mission Surface Combatants, and AH-1Z Cobra helicopters.

Georgetown University’s Security Studies Program (SSP) is the academic pillar of the Center for Security Studies (CSS) and one of eight master’s degree programs offered in the Edmund A. Walsh School of Foreign Service (SFS). SSP is a multidisciplinary course of study designed to prepare graduates for positions within the defense and security fields.The program's overarching mission is to produce a new generation of analysts, policymakers, and scholars fully knowledgeable about the range of international and national security problems and foreign policy issues of the 21st Century. The SSP has over 30 years of experience preparing students with a wide range of backgrounds to become leaders in their fields.

Hand selected by the Chief of Naval Operations (CNO) to be a member of CFR’s David Rockefeller Studies Program (CFR's "think tank”). Interfaced with international, business and government leaders on a daily basis on a wide range of economic, foreign policy and military issues and contributed to the foreign policy debate as an expert in the Middle East, to include the U.S. relationship with Iran, the war in Afghanistan, U.S. dealings with Pakistan, the impacts of the “Arab Spring,” and 5th Fleet naval operations. * Spoke at numerous CFR events, as well as at the New York University Journal of Political Inquiry research conference, and participated in policy seminars outside of CFR at the Foreign Policy Research Institute and at Network 20/20. Participated in over 75 CFR round-table discussions on foreign policy to include national defense, economic issues, energy policy, and education reform.* As an outreach initiative to educate and inform the public about military roles and missions, sponsored, coordinated and led a group of influential CFR members to the North American Treaty Organization (NATO) Headquarters in Brussels, NATO operations in Afghanistan, and the U.S. Navy’s 5th Fleet headquarters in Bahrain. Additionally coordinated and led a second group on a tour of Naval Station Norfolk and to the U.S.S. Enterprise for an overnight visit at sea, and a third group to U.S. Southern Command headquarters and Coast Guard installations in Florida.* Co-authored an op-ed for the Wall Street Journal with Max Boot titled "Iran won't close the Strait of Hormuz," and an op-ed with Captain Melissa Bert for the Top of the World Telegraph titled "Sea Power and the Law of the Sea." Authored a major paper for the CNO titled "A New Strategy for Counter-Piracy Efforts In and Off of Somalia."

Provided expert guidance and vision for a headquarters staff of over 500 people, while shaping major policy issues for the Commander 5th Fleet's engagement. Responsible for advising the Commander on strategic level guidance and policies effecting 5th Fleet missions, capabilities, and programs, including political, military, and foreign affairs aspects of the command’s initiatives and employment.* During the surge in Afghanistan, coordinated and led a major effort to plan and execute a move of 1,000 critically needed all-terrain mine resistant vehicles through Bahrain's Mina Salman port to the Isa Air base and on to Afghanistan which shortened the transit of these life saving vehicles to the war-fighter by over 3 weeks per vehicle.* Coordinated and led planning efforts for non-combatant evacuations in Egypt, Yemen, Pakistan and Bahrain, as well as numerous short-fused counter-piracy and counter-terrorism operations. * Solved what had been an intractable challenge in AV-8B Harrier aircraft availability, resulting in a 50% increase in available sorties and the successful elimination of several high-value terrorists. * Orchestrated the cross-theater movement of an Amphibious Readiness Group of three ships and an electronic attack squadron in order to conduct Operation Odyssey Dawn against Libya.

Commanded over 4,000 active and reserve military, civilian and contract personnel in DoD’s largest electronic warfare community and the Navy's most heavily tasked high demand / low density aviation community. * Manned, trained and equipped 13 carrier air wing and expeditionary electronic attack squadrons resulting in an unprecedented 100% operationally ready qualification for deploying squadrons, while safely executing over 23,000 hours of flight time and managing a $92 million budget.* As the Navy Executive Agent for the introduction into the fleet of the Navy's newest aircraft, the EA-18G "Growler," developed and executed a Fleet Introduction Plan which became the Naval Air Forces model for Naval Aviation transitioning communities. * Simultaneous to introducing the "Growler" into the fleet, managed and improved the war-fighting capability of a community flying the “Prowler”, the Navy's oldest tactical carrier aircraft. Aggressively reduced the community "ready for training" gap by 37%, increasing readiness while remaining under budget. * Designated as the first EA-18G instructor pilot at the Navy’s Growler Fleet Replacement Squadron, training Naval Aviators and Naval Flight Officers to fly the Navy’s newest aircraft – instruction included developing and conducting classroom lectures, and both simulator and airborne instruction.

Chaired a National Security Council (NSC) directed interagency group of senior policy advisors in developing, writing, and gaining NSC approval of a classified National Action Plan to combat terrorism. * Assertively developed consensus among widely diverse interagency policy positions, leading to a counterterrorism plan that coordinates, integrates and synchronizes U.S. governmental efforts, bringing all instruments of national power to bear to combat terrorism worldwide.* Developed and presented numerous briefs to senior U.S. government leaders, to include the NSC Deputies Committee, the NSC Counterterrorism Security Group, and the Under Secretary of State for Public Diplomacy and Public Affairs.

Coordinated the monthly Department of Defense (DoD) Three-Star Military Communications and Electronics Board addressing all C4 interoperability issues, providing guidance and direction to DoD components and agencies for the J6 Director.- Responsible for briefing and preparing the Director in his role as the Joint Community Chief Information Officer (CIO) on the DoD CIO Executive Board.- Subject Matter Expert for CIO issues including the Clinger-Cohen Act, the Global Information Grid, DoD transition to Internet Protocol version Six and the enterprise information environment.- Coordinated the worldwide Combatant Commander's operational requirements for electromagnetic spectrum access.

Personally responsible for the war-fighting effectiveness of nearly 200 personnel and 4 electronic attack jets from the aircraft carrier USS George Washington during the initial stages of Operation Iraqi Freedom (OIF). Lauded by the Carrier Air Wing Commander for leadership, experience and tactical acumen that was directly responsible for elevating every aspect of squadron performance. * Developed a visionary training strategy which resulted in a 42% increase in aircraft available for tasking, ensuring that the squadron was prepared for all contingencies during a global combat deployment, while flying over 3,000 mishap-free hours.* Conducted several months of OIF flights with an unheard of 100% combat sortie completion rate - not one time did a war-fighter on the ground in Iraq go without scheduled electronic attack support.
